Summary of the contracting process

Jisc is procuring access to the Bristol University Press online journals collection for Jisc member institutions. The service combines subscription access to online academic journals at preferential rates with the ability to publish open-access articles in those journals. It is for use by Jisc members rather than Jisc’s own operations. The awarded supplier is the University of Bristol, whose Bristol University Press holds the intellectual property rights in the content. The service falls within subscription services, database services, software and information systems, and education and training services. Delivery covers the United Kingdom. Eligible users include higher and further education institutions, research organisations, education institutes, specialist colleges, multi-academy trusts and relevant purchasing consortia across England, Wales, Northern Ireland and Scotland.

This is a completed direct award under the Procurement Act 2023, justified on the basis that the University of Bristol is the sole supplier and rights-holder for this unique resource. The University of Bristol was selected on 12 August 2026 for the single lot. The award value is £227,392.21 gross. The award covers a contract period from 1 January 2027 to 31 December 2028. A 3.5% win fee, calculated as a proportion of the award value, applies. The standstill period ends on 21 August 2026, with signature scheduled by 22 August 2026. The award is recorded as pending, so selection has been announced but the contract signature has not yet been confirmed.

This outcome indicates demand for specialist scholarly publishing partnerships that combine journal subscription access with open-access publishing arrangements for a national education membership base. A credible future competitor would need rights to the relevant journal content, control of the intellectual property, and the authority to provide both online access and publishing rights. It would also need reliable journal platforms, database and subscription-management capability, and the operational capacity to support institutions across the UK. Experience serving higher and further education, research organisations and purchasing consortia would be directly relevant. Suppliers should be able to offer preferential institutional pricing, administer member eligibility, and manage open-access article publication at scale.
