Summary of the contracting process

Reigate and Banstead Borough Council is procuring forestry and arboriculture services for ash trees affected by Class 3 and 4 ash dieback. The work covers additional pre-works surveys, securing permissions and licences, felling and harvesting infected trees, removal and disposal, pruning nearby trees where needed to protect them during felling, and ground preparation or reinstatement for natural regeneration and public access. The services are divided geographically across Banstead Downs and Park Downs, Banstead Heath and Burgh Heath, and Reigate Hill. The work takes place in heavily visited public sites and includes locations with designated habitats and other environmental constraints. This is a public-sector forestry services opportunity, with associated agricultural services classification.

The process has reached tender: the Council invited offers through an open procedure. Enquiries had to be submitted by 27 August 2026 at 17:00, and tender responses were due by 8 September 2026 at 12:00. The intended award date is 1 October 2026. Each lot has a contract period from 1 October 2026 to 31 March 2027. The overall stated gross value is £216,000; each of the three lots has a stated gross value of £72,000. Bids may cover one or more lots. Evaluation is 55% quality and 45% price. Economic and technical participation requirements apply, with full conditions in the tender pack. The Council may purchase additional related services if further trees are identified.

This opportunity suits suitably qualified and experienced forestry, tree-surgery and arboriculture contractors able to manage infected ash trees safely in public settings. Suppliers need capability in surveying, felling, harvesting, removal, disposal, pruning, ground preparation and reinstatement, together with the resources to deliver one or more geographical lots. Work may need to be carried out around public access, underground utilities, bats, badgers, raptors, grassland priority habitats and Sites of Special Scientific Interest designations. Contractors must work within applicable felling-licence conditions, Forestry Industry Safety Accord guidance, British Standards, environmental legislation and health and safety requirements. The lots are identified as suitable for small and medium-sized enterprises, although concurrent delivery will depend on demonstrated capacity and resources.
