Summary of the contracting process

NHS Shared Business Services Limited intends to establish a national framework for security services and surveillance solutions for NHS, social care, healthcare and wider public sector organisations. The proposed scope covers guarding services in healthcare settings; guarding and events management for public sector bodies; CCTV, intrusion alarms and related security equipment; electronic access control and credential management; lone-worker and staff call devices, monitoring and software; security products for in-house services; and security consultancy, risk and vulnerability assessment, threat analysis, system design and compliance advice. Services and supplies may be delivered across the United Kingdom, Guernsey, the Isle of Man and Jersey. NHS SBS will act for approved organisations, including individual bodies, consortia and other authorised public or private sector users.

This procurement is at the planning and preliminary market engagement stage under the Procurement Act 2023; it is not an invitation to tender. NHS SBS expects to use a framework agreement with seven proposed lots, covering the service areas described above, although the lot structure is still being considered. The estimated value is £100,000,000 excluding VAT and £120,000,000 including VAT. The proposed contract period is 14 August 2028 to 13 August 2032. NHS SBS expects the next notice, including the tender process, on 13 August 2027. Potential suppliers wishing to inform the strategy and specification should complete the Preliminary Market Engagement Questionnaire through SAP Ariba by 12 noon GMT on 15 September 2026. Any later procurement activity will use SAP Ariba.

This will suit security guarding and event-management providers, electronic security integrators, CCTV and alarm specialists, access-control firms, lone-worker technology and monitoring suppliers, security-product distributors, and consultancy practices. Relevant capability includes delivering compliant, responsive guarding in healthcare or public environments; supplying, installing, maintaining and supporting security systems; monitoring alerts and personal safety devices; managing credentials and associated software; or conducting security design, risk, vulnerability, threat and compliance assessments. The proposed framework is intended for national use by NHS, social care and wider public sector organisations, so suppliers should be able to support multiple approved customers and operating locations. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable. Registration for the engagement requires a valid DUNS number and SAP Ariba access.
