Summary of the contracting process

Public Services Delivery Scotland, on behalf of NHS Scotland, is procuring licences for national patient access to an internet-enabled cognitive behavioural therapy (ieCBT) service. The service must provide NICE-recommended forms of cognitive behavioural therapy for people experiencing common mental health problems who face barriers to traditional services. Patients should be able to access treatment from home through an online technological solution using live, one-to-one written communication. This is an information technology and software service, including software licences and supporting systems. Delivery is across Scotland, for use by patients in their homes. The requirement is a single service lot and is intended to continue NHS Scotland’s provision of ieCBT rather than provide general mental health services or face-to-face treatment.

Suppliers should demonstrate three relevant services delivered during the previous three years and hold, or commit to obtain before contract commencement, ISO 27001 information-security certification. The service and its provider should have appropriately qualified staff, including ITIL or equivalent qualifications for service management and helpdesk functions, with relevant qualifications also required for managerial staff. Relevant additional credentials may include Cyber Essentials, Cyber Essentials Plus, ISO 9001, ISO 27017, ISO 27018 and the UK Government’s 14 Cloud Security Principles. Bidders need secure financial standing, suitable insurance, and the capacity to explain any proposed subcontracting and its proportion of delivery.
