Summary of the contracting process

The City of Edinburgh Council is procuring services for electric vehicle charge points used by its fleet in Edinburgh. The requirement is divided into two service areas: a charge point management system, including management software and associated services; and operation and maintenance of a mixture of depot-based alternating-current and direct-current chargers. The first service area includes software-related services, information technology software maintenance and billing-system functionality. The second covers electrical equipment repair and maintenance, electrical distribution equipment maintenance and system maintenance. Suppliers may therefore be relevant if they provide EV charging management platforms, charger operations, electrical engineering, preventative maintenance, reactive repairs or related support for public-sector fleet infrastructure.

The process has reached tender: the Council invited offers through an open procedure. Responses were to be submitted electronically in English, with bids valid for 120 days. The submission deadline was 18 September 2026 at 13:00, when bids were also scheduled to be opened and evaluation was due to begin. Both lots have a planned three-year contract commencing in autumn 2026, with an option, at the Council’s discretion, to extend for up to a further 12 months. Lot 1 concerns charge point management software and associated services; Lot 2 concerns depot charger operation and maintenance. Each lot is evaluated on quality at 60% and price at 40%. Variant bids are not allowed.

This opportunity suits suppliers with established EV charging software, billing and systems-management capability, or with the engineering capacity to operate and maintain depot AC and DC chargers. Lot 1 bidders need a minimum annual turnover of £20,000, a current ratio of 1.10, and insurance including £1 million professional indemnity with cyber cover, £1 million public liability and £5 million employers’ liability. Lot 2 requires £100,000 turnover and the same current ratio, with £1 million professional indemnity, £5 million public and employers’ liability, and £1 million product liability cover. Suppliers must support prompt payment of subcontractors within 30 days, pay delivery staff the Real Living Wage, and evidence action on climate-change awareness and emissions reduction. Subcontracting and community benefits form part of the requirement.
