Summary of the contracting process

Hampshire and Isle of Wight Fire and Rescue Service plans to establish a repairs and maintenance framework for its operational estate across Hampshire and the Isle of Wight. The work covers fire stations, headquarters, administrative buildings, training facilities, workshops, stores and other operational assets. It will include routine and reactive repairs, planned maintenance, minor construction, refurbishment, building improvements and capital investment works, helping keep buildings safe, compliant, efficient and fit for frontline services. Proposed specialist areas are general building, mechanical and electrical works, HVAC, groundworks and drainage, fabrication and manufacturing, renewables, final finishes, and Isle of Wight equivalents for several of these areas. The procurement is for construction and building repair and maintenance works.

This procurement is at planning stage and is not yet an invitation to tender. The buyer expects to use a multi-lotted, multi-supplier four-year framework agreement, with a future notice currently anticipated for 16 November 2026. The proposed framework period is 1 April 2027 to 31 March 2031. Its estimated value is £15 million excluding VAT, or £18 million including VAT. Thirteen lots are proposed: Hampshire lots 1 to 8 and Isle of Wight lots 9 to 13. General building project works in Lot 1 are expected to cover projects of £250,000 to £2 million; the other proposed lots generally cover projects up to £250,000. Market engagement events are planned for 10 September 2026 for Isle of Wight suppliers and 11 September 2026 for Hampshire suppliers. Completed market engagement questionnaires are requested by 18 September 2026.

The framework is intended to suit small and medium-sized enterprises and local providers, with specialist lots designed around the scale and technical nature of typical works packages. It should therefore be relevant to contractors able to deliver general building, mechanical and electrical, HVAC, groundworks, drainage, fabrication, manufacturing, renewables or finishing works, either in Hampshire or on the Isle of Wight. Suppliers will need the technical expertise, delivery capacity and operational resilience to support both planned and reactive projects across a diverse public estate. Isle of Wight lots are aimed at contractors with local knowledge and established supply chains. Businesses should use the market engagement stage to understand the proposed requirements, explain their capacity and help inform the final specification and tender pack before the framework reaches the market.

Hampshire and Isle of Wight Fire and Rescue Service (HIWFRS) is seeking to engage the market and provide interested suppliers with early sight of its proposed approach to the procurement of a Repairs and Maintenance Framework for Hampshire and Isle of Wight Fire and Rescue Service. HIWFRS maintains a diverse operational estate that is essential to the delivery of frontline emergency response, prevention, protection and support services across Hampshire and the Isle of Wight. The estate includes fire stations, headquarters and administrative buildings, training facilities, workshops, stores and other operational assets that require ongoing maintenance and repairs to ensure they remain safe, compliant, efficient and fit for purpose. To support the effective management and development of its estate, HIWFRS is seeking to establish a new four-year Repairs and Maintenance Framework Agreement. This will be a multi-lotted, multi-supplier framework designed to provide a compliant, flexible and efficient route for procuring a wide range of minor construction, maintenance, refurbishment and improvement works across the Service's property portfolio. The scope of this procurement will focus on establishing a framework that enables the delivery of estate management and construction-related projects ranging from routine repairs and planned maintenance through to refurbishment schemes, building improvements and capital investment projects. The framework will support both planned and reactive requirements, ensuring the Service can respond effectively to operational needs, statutory compliance obligations, changing service demands and emerging estate priorities. The framework has been structured into specialist lots to reflect the varied nature of works undertaken across the estate. This approach will allow HIWFRS to engage suppliers with the appropriate technical expertise and capabilities for each area of work, whilst maintaining value for money and ensuring high standards of project delivery. The proposed lots are: * Lot 1 - General Building Project Works (PS250,000 to PS2,000,000 per project) * Lot 2 - Minor Mechanical & Electrical Works (up to PS250,000 per project) * Lot 3 - HVAC (up to PS250,000 per project) * Lot 4 - General Building Project Works (up to PS250,000 per project) * Lot 5 - Groundworks and Drainage (up to PS250,000 per project) * Lot 6 - Fabrication and Manufacturing (up to PS250,000 per project) * Lot 7 - Renewables (up to PS250,000 per project) * Lot 8 - Final Finishes (up to PS250,000 per project) * Lot 9 - Isle of Wight General Build (up to PS250,000 per project) * Lot 10 - Isle of Wight HVAC (up to PS250,000 per project) * Lot 11 - Isle of Wight Minor Mechanical & Electrical Works (up to PS250,000 per project) * Lot 12 - Isle of Wight Fabrication and Manufacturing (up to PS250,000 per project) * Lot 13 - Isle of Wight Renewables (up to PS250,000 per project) Each lot will comprise a defined number of pre-appointed suppliers, creating a resilient and competitive supply chain with sufficient capacity to support programme delivery throughout the lifetime of the framework. Establishing specific lots for Isle of Wight-based projects will help to ensure that projects can be delivered efficiently by contractors with local knowledge and established supply chains. This framework will be particularly suitable for Small and Medium-Sized Enterprises (SMEs) and local providers. The lotting structure has therefore been designed to reflect the scale and value of typical works packages.

Planning Information

Hampshire and Isle of Wight Fire and Rescue Service (HIWFRS) will be holding hybrid market engagement events in advance of the forthcoming tender opportunity. The purpose of these events is to provide suppliers with an overview of the proposed procurement approach, service requirements per Lot, indicative timelines, and to give suppliers the opportunity to better understand the HIWFRS requirements before the procurement process begins. The events will also help HIWFRS to gain a better understanding of the market and supplier capacity. During each event, the project team will provide a presentation covering the proposed approach to the procurement, the anticipated requirements for the services being commissioned for each Lot, and some general procurement information and guidance. This will be followed by a question and answer session, where suppliers will be able to ask questions of the project team and seek clarification on the information presented. There will be two market engagement event dates available: • Thursday 10th September 2026 (in person and via Microsoft Teams) for suppliers based on the Isle of Wight relating to Lots 9-13. There is only one session on this date. This session will take place in the morning. • Friday 11th September 2026 (in person and via Microsoft Teams) for Hampshire providers relating to Lots 1-8. To support capacity management, both a morning and afternoon session will be available. The content of each session will be the same. Suppliers interested in attending either event must register their interest (please see below) and indicate which event they wish to attend, and whether they wish to attend in person or virtually via Microsoft Teams. Registered suppliers will be added to the attendee register. Please note that attendance at the in-person events will be subject to venue capacity limits. Should capacity be reached at a particular location, any additional suppliers wishing to attend in person will be offered the opportunity to join virtually via Microsoft Teams instead. Once registered, the event details (including specific locations and times) will be shared with the supplier via In-Tend. Any one supplier can only register a maximum of two representatives for an in-person event; there is no restriction on the number of attendees joining virtually via Microsoft Teams. You will need to click on 'View Details' for the project and then click the 'Express Interest' button to be able to view the information. There will be a word document to complete as part of the registration, to indicate which session your organisation would like to join and whether this will be on Teams, or in person. Once completed, please ensure you click 'submit return'. You will then be contacted with the relevant information regarding the event you have registered for. In addition, we would also appreciate supplier feedback and kindly ask interested suppliers to complete and submit the Market Engagement Questionnaire attached to the In-Tend project, after the market engagement event, to help inform our approach. All answers provided will offer insight into how the market might consider this opportunity. Any information provided will be treated as confidential and non-binding; however, please note that responses may be used to inform the final specification and tender pack. The questionnaire on the In-Tend portal contains information to support completion. To submit your completed questionnaire, or if you have any questions relating to the market engagement exercise, please submit enquiries via the 'Correspondence' function within the In-Tend project. All information required for completing the questionnaire is included within the document itself. Please only submit completed questionnaires via the In-Tend portal. Company literature or promotional material should not be submitted, as this will not be reviewed or considered. The Council would appreciate completed Market Engagement Questionnaires being submitted no later than midday on Friday 18th September 2026.
