Yorkshire Purchasing Organisation (YPO) is developing a Specialist Vehicles Framework for public sector organisations across the UK. The work is classified primarily as goods, with related vehicle support services. Delivery is intended for public sector customers throughout the United Kingdom.

This procurement is at the planning stage and is currently pre-market engagement for a proposed framework; it is not an invitation to tender. YPO expects to use a framework agreement, with the future procurement advertised separately. The proposed framework value is £1,000,000,000 excluding VAT and £1,200,000,000 including VAT. The proposal is above the applicable threshold. The planned contract period is 4 October 2027 to 3 October 2031. YPO expects the next notice to be published by 1 February 2027. The contracting authority (YPO) is undertaking pre-market engagement activities in advance of a proposed procurement for a Specialist Vehicles Framework Agreement. The purpose of this engagement is to inform the development of the procurement strategy, framework structure, lot's, and specification requirements. The proposed framework is intended to provide public sector organisations with a compliant route for the purchase, lease, hire, modification, conversion, repair, refurbishment, maintenance and associated support services relating to specialist vehicles and transport solutions. The framework is expected to support a broad range of customer requirements across the Public Sector. Participation in this pre-market engagement process will not result in any advantage or disadvantage in any subsequent procurement process. Any future procurement opportunity will be advertised separately and conducted in accordance with the Procurement Act 2023.

Planning Information

The contracting authority (YPO) is conducting pre-market engagement to gather feedback from suppliers and prospective framework users in relation to the proposed Specialist Vehicles Framework. The engagement will commence on 20 August 2026 and conclude on 9 October 2026. The purpose of this exercise is to ensure the proposed framework scope and lot structure are fit for purpose.
