Yorkshire Purchasing Organisation (YPO) is developing a Specialist Vehicles Framework for public sector organisations across the UK. The proposed arrangement covers the purchase, lease, hire, modification, conversion, repair, refurbishment, maintenance and associated support of specialist vehicles and transport solutions. Proposed categories include refuse and food-waste vehicles; road-sweeping, cleansing and winter-maintenance units; gully emptiers; tractor units, trailers, tippers, chassis and cabs; hook loaders; fire appliances; ambulances; police and prisoner transport; buses, coaches, minibuses and rail mass-transit equipment. It also includes commercial vehicle modification, vans and light commercial vehicles, micromobility, vehicle hire, ancillary services, ongoing maintenance and drivetrain conversion. The work is classified primarily as goods, with related vehicle support services. Delivery is intended for public sector customers throughout the United Kingdom.

This procurement is at the planning stage and is currently pre-market engagement for a proposed framework; it is not an invitation to tender. YPO expects to use a framework agreement, with the future procurement advertised separately. The proposed framework value is £1,000,000,000 excluding VAT and £1,200,000,000 including VAT. The proposal is above the applicable threshold. The planned contract period is 4 October 2027 to 3 October 2031. YPO expects the next notice to be published by 1 February 2027. The proposed structure contains 25 lots, covering the vehicle and service categories described above; the published planning information identifies the first refuse collection vehicle lot as suitable for SMEs and voluntary, community and social enterprises. The contracting authority (YPO) is undertaking pre-market engagement activities in advance of a proposed procurement for a Specialist Vehicles Framework Agreement. The purpose of this engagement is to inform the development of the procurement strategy, framework structure, lot's, and specification requirements. The proposed framework is intended to provide public sector organisations with a compliant route for the purchase, lease, hire, modification, conversion, repair, refurbishment, maintenance and associated support services relating to specialist vehicles and transport solutions. The framework is expected to support a broad range of customer requirements across the Public Sector. The proposed lot structure is as follows: Lot 1 - Refuse Collection Vehicles (RCVs) Lot 2 - Food Waste Vehicles Lot 3 - Sweeping and Cleansing Units (Mini) Lot 4 - Sweeping and Cleansing Units (Chassis Mounted) Lot 5 - Winter Maintenance Vehicles Lot 6 - Gully Emptiers Lot 7 - Tractor Units (with or without 5th Wheel Connection) Lot 8 - Trailers (with or without 5th Wheel Connection) and Associated Conversions and Modifications Lot 9 - Tippers 3.5T to 7.5T Lot 10 - Tippers 7.5T and Over Lot 11 - Chassis and Cab 3.5T to 7.5T Lot 12 - Chassis and Cab 7.5T and Over Lot 13 - Hook Loaders Lot 14 - Fire Appliances Lot 15 - Ambulance and Patient Transport Vehicles Lot 16 - Police and Prisoner Transport Vehicles Lot 17 - Minibuses, Coaches, Buses and Other Road-Based Mass Transit Systems Lot 18 - Trains, Carriages and Associated Rail Mass Transit Systems Lot 19 - Commercial Vehicle Modification Lot 20 - Purchase and Lease of LCVs and Vans Lot 21 - Micromobility Solutions Lot 22 - Hire of Specialist Vehicles Lot 23 - Vehicle Ancillary Services Lot 24 - Repair, Refurbishment and Ongoing Maintenance Lot 25 - Drivetrain Conversion The contracting authority is seeking feedback from both suppliers and potential framework users regarding the proposed scope, lot structure, market capacity, opportunities, sustainability considerations, commercial models, social value requirements and any other considerations. Participation in this pre-market engagement process will not result in any advantage or disadvantage in any subsequent procurement process. Any future procurement opportunity will be advertised separately and conducted in accordance with the Procurement Act 2023.

Planning Information

The contracting authority (YPO) is conducting pre-market engagement to gather feedback from suppliers and prospective framework users in relation to the proposed Specialist Vehicles Framework. The engagement will commence on 20 August 2026 and conclude on 9 October 2026. The purpose of this exercise is to ensure the proposed framework scope and lot structure are fit for purpose.
