Summary of the contracting process

Phoenix Energy Group Ltd is procuring commercial insurance for its gas network operations in Northern Ireland, with work covering the group and its subsidiaries. The requirement is divided into 12 policies: three excess layers of public and products liability, property, business interruption, personal accident and travel, computer, terrorism, motor fleet, crime, professional indemnity and cyber insurance. The motor fleet policy covers an average fleet of approximately 55 light commercial vehicles and 40 cars. The professional indemnity policy is for the group’s downstream engineering area. Policies are generally to be in the name of Phoenix Energy Holdings Limited and its subsidiaries trading as Phoenix Energy Group Ltd and Phoenix Energy Services Ltd; professional indemnity is for Phoenix Energy Services Ltd.

The procurement has reached tender: interested suppliers must first express interest by email, identifying the lot or lots sought and summarising relevant experience, before selected parties are invited to the competitive tender stage. It uses a selective competitive flexible procedure, with negotiation possible after tenders; the most advantageous offer is determined for each lot. Expressions of interest were due by 12:00 on 25 September 2026, and enquiries by 12:00 on 23 September 2026. The contract period is 1 December 2026 to 30 November 2027, with award planned by 2 November 2026. The estimated total value is £1,021,000 including Insurance Premium Tax and excluding VAT. Individual lot values range from £3,000 to £700,000. Cost and commercial considerations determine the award.

This opportunity suits insurers, underwriters and specialist insurance providers able to offer one or more commercial policies for a gas network operator. Suppliers can compete for individual areas rather than needing to cover the whole insurance programme, and every lot is identified as suitable for small and medium-sized enterprises. Relevant capability includes underwriting public and products liability across excess layers, property and business interruption risks, personal accident and travel, cyber, crime, terrorism, computer, motor fleet and professional indemnity cover. The motor fleet requirement calls for experience with mixed commercial vehicle and car fleets. Professional indemnity bidders should understand downstream engineering risks. Applicants must demonstrate appropriate experience in the specific area for which they register interest and be prepared for a competitive tender and possible subsequent negotiation.
