Summary of the contracting process

Carmarthenshire County Council intends to procure commercial electrical servicing and remedial works across its non-housing property portfolio. The scope covers Electrical Installation Condition Reports, portable appliance testing, emergency lighting, electric vehicle charging points, solar photovoltaic and battery-storage systems, surge protection devices, air circuit breakers, lightning protection, annual inspections and routine checks. It also includes high-voltage transformers, low-voltage panels and generators. This is an electrical maintenance and compliance service, with remedial works where required. Delivery is across the Council’s commercial properties in the United Kingdom. The procurement is structured as a single lot and is intended to be suitable for small and medium-sized enterprises.

This process is at the planning stage: the Council has announced its intention to procure and has not yet invited tenders. It expects to use a framework agreement, with the procurement notice expected on 19 October 2026. The estimated value is £5,000,000 excluding VAT and £6,000,000 including VAT. The anticipated contract period is 1 April 2027 to 31 March 2030, with renewal possible up to 31 March 2031. The Council plans a pre-tender market engagement event on 29 September 2026 at 10:00am at Canolfan Pentre, Llanelli. The event will explain the proposed arrangement, lotting structure, requirements and tendering process, and allow prospective contractors to provide feedback and ask questions. Places are to be registered by 2 October 2026.

The work is likely to suit electrical contractors able to service and repair a broad range of commercial building systems rather than domestic housing installations. Suppliers should be suitably qualified and accredited to inspect, test, maintain and carry out remedial works on low- and high-voltage electrical infrastructure, generators, emergency systems, renewable-energy equipment, electric vehicle charging equipment and protective systems. The breadth of the requirements may suit businesses with in-house coverage across several specialist disciplines, or firms able to coordinate complementary subcontractors. Experience of planned inspections, condition reporting, statutory or compliance-led maintenance and responsive remedial work across a property portfolio will be relevant. The Council has specifically said it is seeking feedback on the proposed arrangement, so contractors with practical views on service scope, packaging and delivery may wish to prepare for market engagement.
