Summary of the contracting process

Caledonian Sleeper Limited is procuring a multi-supplier operational support engineering services framework for work across its UK operations. The requirement covers six areas: mechanical and general engineering, including fitting, repair, fabrication and welding; electrical and controls support, including low-voltage works, fault finding and temporary power; plumbing and welfare support; specialist engineering services such as non-destructive testing, inspections, corrosion work, temporary works design, lifting advice and technical investigations; digital and data support for condition monitoring, predictive maintenance, datasets and operational reporting; and emergency response services, including 24/7 call-outs, urgent interventions, mobilisation and temporary works. The framework is intended to provide a compliant and flexible route for reactive, planned and minor support services. Work is to be delivered across the United Kingdom.

The procurement has reached tender: CSL invited offers through an open procedure, with electronic submission required. The estimated total value is £800,000. It is a framework agreement for up to 25 participants, with any lots capable of being combined. Bids were due by 5 October 2026 at 16:00, with bid opening and the start of the award period scheduled for 16:30 the same day. Each lot has a 1,800-day contract period, with no renewal or additional purchase options. Bids must remain valid for 180 days and be submitted in English; variants are not allowed. Evaluation for every lot allocates 40% to price and 60% to quality, assessed through five equally weighted criteria covering capability, scope control, delivery or response, compliance, assurance, reporting or related requirements.

This opportunity suits suppliers able to provide practical engineering or operational support within defined CSL-controlled boundaries, rather than OEM-controlled rolling stock or depot systems. Relevant businesses may specialise in mechanical repair, fabrication and coded welding; low-voltage electrical work and safe controls support; plumbing, drainage and welfare continuity; testing, inspection, corrosion, temporary works, lifting or engineering assurance; operational data, monitoring devices, analytics support and secure data handling; or round-the-clock incident response and rapid mobilisation. Bidders should be able to demonstrate technical competence, safe working, clear interface management, controlled temporary solutions, fault or incident response, reporting and operational integration. Specialist suppliers need appropriate authority for their services, while digital providers must respect system boundaries and confidentiality. The framework also suits businesses with capacity to support planned work and urgent call-outs across UK operations.
