Explosive Ordnance Disposal and Search Supportability Framework
Notice Description
The Authority is undertaking Preliminary Market Engagement (PME) to inform the market of its intention to establish an Open Defence and Security Framework for the purchase, support and maintenance of a range of in-service Explosive Ordinance Disposal and Search (EOD&S) Tools. The range of equipment requirements is split into the following LOT's: LOT1: User Filler Charge Container (UFCC's): A collection of equipment designed to house assured explosive material to enable explosive cutting, disruption, penetration, access and sympathetic functioning. LOT2: Firing Device/EOD Support Tools: a collection of equipment designed to initiate a variety of energetics or explosive charges using either electrical or mechanical means. LOT3: Mine Marking equipment. LOT4: Detonation/Explosive/Weapon: capability to render safe IEDs through disruption and remotely fired systems using a propelling cartridge (to fire projectiles) to remove fuses or otherwise neutralise or gain access to a target munition. LOT5: Infrastructure Search equipment Each LOT will be made up of several Nato Stock Number (NSN) requirements including but not limited to those within this notice. It is the Authority's intent to invite participation from suppliers who can demonstrate they are commercially compliant and can meet the technical requirements of being able to support the requirements (Minimum one NSN) of one or more of the noted LOTs. This procurement is being conducted as a Competitive Flexible Procedure (CFP) in accordance with the Procurement Act 2023.
Planning Information
Supplier Briefs: Please provide a brief of up to 4,000 words detailing an overview of your organisation and which of the LOT’s and Top Level NSNs (listed below) that you are interested in participating in. Your brief should be addressed to DESLESTSP-SEEC-Commercial@mod.gov.uk Please provide your brief no later than 30/09/2026. As a minimum, your brief should address the following aspects: 1. Key capabilities you are interested in supplying in relation to the LOTs and top level NSN’s outlined in this notice. 2. Details of experience in providing appropriate support of these requirements (Maintenance, Repairs, Replacements and Spares) 3.The minimum order quantities for each of the anticipated top level NSN’s, and please include a price list for all NSN’s interested in supplying. Including estimated costs per unit at the market price for quantity 25/50/100 of the NSN’s interested in supplying. 5.Approximate lead times for delivery. 6.Details on any exclusivity rights relevant to the NSN’s noted. Where further market engagement is required, the Authority shall publish an additional Preliminary Market Engagement Notice detailing the market engagement activities. All information provided at each Market Engagement Stage shall not be used by the Authority to down select or evaluate suppliers but shall help inform the development of the requirement and contracting strategy only. In issuing this Preliminary Market Engagement Notice, The Authority is not committing to commence with any procurement in relation to the requirements stated in this Notice.
