Summary of the contracting process

Orkney Islands Council established a Dynamic Purchasing System for construction, civil engineering and associated works across 12 separate areas within Orkney and its islands. The requirement covered building construction, joinery, ceilings and partitions, roofing, electrical, plumbing and mechanical services, landscaping and fencing, blacksmithing, rendering, flooring, painting and decorating, cleaning, testing and servicing. It also included marine civil engineering, roads and structures, hydrographic surveys, and diving and remotely operated vehicle services. The system was intended to replace the council’s Approved Contractors List and to support reactive and planned maintenance, improvements, redevelopment, testing, servicing and related works. The main category was construction work, with individual requirements ranging from building trades to specialist marine and engineering services.

The procurement used a selective restricted procedure to establish the DPS, with projects intended to be awarded through dayworks, quick quotes and open procurement. Individual projects could be up to £2,000,000, while quick quotes applied to works up to £50,000. The process is cancelled and all 16 lots were discontinued as unsuccessful. The lots covered building work; joinery, ceilings and partitions; roofing; electrical; plumbing and mechanical; groundswork and landscape; blacksmithing and forgemasters; rendering; flooring; painting and decorating; cleaning; testing and servicing; marine civil engineering; roads and structures; hydrographic surveys; and diving and ROV services. For each lot, evaluation was split equally between quality and price, with criteria able to vary by project.

This procurement demonstrates demand from Orkney Islands Council for a broad, multi-trade supply base rather than a single construction discipline. Relevant suppliers include building contractors, specialist maintenance providers, electrical and mechanical engineers, plumbers, roofers, joiners, landscapers, decorators and cleaners, as well as firms delivering marine civil engineering, hydrographic surveying, diving or ROV work. Credible future participants would need the technical capability and workforce to deliver their chosen trade safely across multiple island locations, including planned and reactive maintenance, repair, testing, servicing and improvement work. Specialist firms should be able to demonstrate experience in their discipline and the capacity to respond to projects procured through dayworks, quotations or competitive procedures. Quality performance matters as much as price.

Notice Description

Orkney Islands Council are setting up a Dynamic Purchasing System (DPS) for all construction, Civil Engineering and associated works. This will replace the existing Approved Contractors List. Works up to 2,000,000 GBP including reactive and planned maintenance, improvements, re-developments, testing , servicing and associated works will be covered by this DPS. Works will be procured from a range methods, from dayworks to quick quotes for works up to 50,000 GBP and open procurement for works between 50,000 GBP and 2,000,000 GBP or where there is limited competition.

Joinery Work / Ceiling & Partition Work

Building construction and Civil Engineering works up to a value of 2,000,000 GBP including but not limited to :- FACILITATING & RENOVATION WORKS:- Minor demolition and investigative works - Alteration of existing timber structures - Temporary works to provide protection - temporary partitions, hoardings etc., - Cutting out and replacing defective timbers, including rafter and joist-end replacements SUPERSTRUCTURE WORKS: - Timber frames, wall, floor, roof and ceiling constructions; including all associated linings and insulation - Skirtings, architraves and isolated trims - Supply and installation of timber and UPVC windows and doors - Timber stairs, ramps and balustrades - Timber floor finishes - Suspended ceiling systems and associated perimeter trims, including alteration of existing installations - External timber and cement board cladding - General glazing works, replacement glazing, temporary repairs and installation of roof lights FIXTURES & FITTINGS: - Supply and installation of cubicles, vanity units and integrated panel systems (IPS) -Installation of automatic doors - Installation of domestic kitchen fittings - Bespoke solutions - reception desks, fitted cupboards, shelving etc., Contractors should note that the actual volume and value of works to be issued through this lot is unknown, and may change. Building Work

Building construction and Civil Engineering works up to a value of 2,000,000 GBP including but not limited to :- 1.1 FACILITATING & TEMPORARY WORKS: - Removal or treatment of contaminated ground material - Site dewatering and pumping - Earthwork support - Traffic and pedestrian management - Ground investigation and location of existing services 1.2 SUBSTRUCTURE WORKS: - All works to form standard foundations up to and including damp proof course - Attendance on specialist designed foundations - piling etc. - Remedial works to existing foundations - including underpinning - Formation of lowest floor construction and associated substrates - Drainage and services below ground including all associated testing and commissioning - Formation of basements and retaining structures 1.3 SUPERSTRUCTURE WORKS: - In-situ concreting works, associated reinforcement and formwork - design, supply and installation of pre-cast concrete structures - cementitious and granolithic screeds - Formation of internal and external masonry walls - Placement of precast concrete structures - Building insulation 1.4 FACILITATING & RENOVATION WORKS: - Minor demolition and investigative works - Alteration of existing masonry structures - Support of existing structures - Masonry and concrete repairs - Surface Cleaning by means of blasting, pressure washers and aggressive means - Builders works in connection with services 1.5 EXTERNAL WORKS: - Work to alter existing and form new paved areas - Formation of ramps, steps and retaining walls - Builders works in connection with external services 1.6 Provision and on-going alteration, maintenance and inspection of access scaffolding Design and installation of non-standard scaffolding which may include the following:- - Cantilevered scaffolds - Buttressed, free-standing scaffolds - Support scaffolds - Complex loading bays - Staircases and fire-escapes - Chimney scaffolds Contractors should note that the actual volume and value of works to be issued through this lot is unknown, and may change. Roofing Works

Building construction and Civil Engineering works up to a value of 2,000,000 GBP including but not limited to :- - Provision and on-going alteration, maintenance and inspection of minor access scaffolding - Repairs to and replacement of existing slates, concrete and metal tiles, copings and flashings - Installation of single layer ply systems, liquid roof systems, GRP roofs and high performance felting systems -Re-cladding in profiled sheeting, both insulated and uninsulated, including repairs and alterations. Electrical Work ( new and repair works)
