Summary of the contracting process

Guy’s and St Thomas’ NHS Foundation Trust, hosting NHS London Procurement Partnership, intends to establish the fourth Estates & Facilities Consultancy Services Framework. It will provide high-quality consultancy to public-sector organisations across the United Kingdom. The scope covers architectural, construction, engineering, inspection and building consultancy; construction and project management; quantity surveying; contract administration; real-estate development, leasing and property services; facilities management; energy-efficiency and environmental consultancy; safety consultancy; and security-equipment testing and training. The framework is for professional services supporting estates and facilities programmes, including non-residential property and construction activity. It is a single planned lot and is intended to replace or follow the previous agreement. The buyer has reserved the right not to proceed.

This procurement is at the planning stage and is not yet an invitation to tender. The intended arrangement is a framework agreement with one lot, and the buyer expects to publish the next notice by 10 May 2027. The planned contract period is 2 August 2027 to 1 August 2029, with a possible extension to 1 August 2035. The estimated value is £1.824 billion excluding VAT, or £2.1888 billion including VAT. Preliminary market engagement is planned over six weeks, including supplier and contracting-authority webinars, questionnaires and one-to-one sessions. The supplier webinar is expected on 15 September 2026 and the contracting-authority webinar on 6 October 2026. Engagement is scheduled to conclude on 28 October 2026 and participation is voluntary, not a condition of bidding.

The framework is likely to suit established estates, property, construction and facilities consultancy firms, including SMEs and voluntary, community or social enterprises. Relevant suppliers may include multidisciplinary practices and specialist consultants with experience in architectural and engineering design, surveying, construction or programme management, contract administration, facilities management, property development, energy efficiency, environmental matters, safety, security systems or related training. Firms able to support public-sector clients across the United Kingdom should consider preparing for a future framework competition. The market engagement gives experienced suppliers a chance to comment on the design of the new arrangement, drawing on what worked well or poorly under the previous agreement. Suppliers should use this planning period to assess their relevant capabilities, delivery capacity and potential consortium or subcontracting arrangements.
