Summary of the contracting process

The Ministry of Defence is exploring a future service to support recruitment and talent-related requirements across Defence. The scope is flexible, specialist and often lower-volume recruitment and talent support, including job-search and employee-relocation services. It also appears to involve software and technical services: administration, enterprise resource planning and database software, programming, software supply and software maintenance. The requirement is classified as a service and is intended for Defence-wide use rather than a single site. The buyer is the Ministry of Defence, a central government authority. Planned pre-market engagement includes a Microsoft Teams event on 23 September 2026 and bilateral sessions from 24 to 29 September 2026. Requests for Information are expected by 7 October 2026. The procurement is above the relevant threshold, and the lot is identified as suitable for SMEs.

The planned requirement should suit recruitment and talent suppliers able to deliver flexible, specialist support for lower-volume Defence requirements, including job-search and employee-relocation services. It may also suit technology providers with experience supplying, developing, integrating and maintaining administration, enterprise resource planning or database systems used to support recruitment services. Businesses combining specialist recruitment capability with secure, reliable digital platforms may be well placed, as may consortia bringing together these skills. The buyer is seeking views before finalising its approach, so potential suppliers can prepare evidence of relevant Defence, public-sector or complex-organisation experience, service flexibility, technical delivery capability and the ability to support requirements across Defence. SMEs are expressly considered suitable for the planned lot.

The Authority is holding a pre market engagement event on Wednesday 23rd September 2026, this will be conducted on Microsoft Teams. If you would like to attend this event please contact lewis.powell130@mod.gov.uk by Monday 21st September 2026. We will also be holding bi-lateral sessions from Thursday 24th September till Tuesday 29th September if you would like to attend these please inform us by Monday 21st September The Authority is also asking for Requests For Information (RFI's) these must be returned by Wednesday 7th October.
