Summary of the contracting process

The City of London Corporation is procuring housing lift maintenance services for its Housing Revenue Account. The requirement covers regular servicing of passenger lifts and platform lifts in line with relevant regulations and legislation, planned preventative maintenance, and reactive repairs. Suppliers must respond to lift breakdowns and passenger entrapments both during working hours and outside them. The service includes strict service-level agreements and key performance indicators for response priorities and time limits. Work will support City of London housing. The procurement is for services, classified under lift-maintenance services. It suits contractors able to provide a complete maintenance operation, including scheduled inspections, emergency response, planned work, technical reporting and compliance management across a housing lift portfolio.

The buyer invited offers through an open procedure, with electronic tendering via the City of London Corporation Sourcing & Contracts Portal. Enquiries had to be submitted by 27 September 2026 at 12:00, and tenders by 28 September 2026 at 12:00. The contract is scheduled to run from 1 February 2027 to 31 January 2030, with a 1+1 renewal option extending the maximum possible term to 31 January 2032. Its estimated value is £600,000 excluding VAT and £720,000 including VAT; the stated annual estimate is £120,000. Award is due by 19 November 2026. Evaluation is 45% technical quality, 15% responsible procurement and social value, and 40% price. Technical assessment includes mobilisation, resourcing, service delivery, documentation, innovation, health and safety, compliance and risk management.

This opportunity suits lift maintenance companies with demonstrable experience delivering comparable services to social housing providers. Bidders need the operational capacity to mobilise a multi-site service, resource qualified engineers, deliver planned and reactive maintenance, and provide reliable in-hours and out-of-hours attendance for breakdowns and passenger entrapments. Strong performance reporting, client portal capability, accurate documentation, worksheets and use of technology are important. Suppliers must be able to evidence health and safety controls, regulatory compliance, risk management and effective service-level performance. The contract is identified as suitable for small and medium-sized enterprises. Required insurance levels are £5 million employers’ liability, £20 million public liability, £1 million professional indemnity and £20 million product liability. Responsible procurement, carbon reduction, waste minimisation, air quality and social value commitments also form part of the competition.
