Summary of the contracting process

London Borough of Hounslow is establishing a multi-supplier framework for Holiday Activities and Food (HAF) services for eligible children and young people. Providers will deliver nutritious food, enriching and physical activities, healthy-lifestyle support and signposting during school holidays, in line with Department for Education HAF requirements. The work is divided into three geographical service areas: Feltham, Hanworth and Bedfont; Hounslow, Cranford and Heston; and Chiswick, Brentford and Isleworth. A fourth, borough-wide lot covers specialist provision for children and young people with special educational needs and disabilities. The category is children’s holiday-camp, meal and welfare services, with education and disability support relevant to the specialist lot. The buying organisation is the London Borough of Hounslow.

The procurement has reached tender: the council invited suppliers to submit full tenders through a competitive flexible procedure using an open procurement method, with electronic submission through the London Tenders/ProContract portal. Tenders had to be submitted by 7 October 2026 at 23:59 BST, with award decisions scheduled by 27 November 2026 at 23:59 UTC. The proposed framework term is 1 March 2027 to 28 February 2031, comprising an initial two years and two possible 12-month extensions. Its estimated total value is £807,200, with no guaranteed minimum work or value. Suppliers may bid for one or more of four lots. Evaluation is 80% quality and 20% price, covering delivery, childcare settings, inclusion and SEND, management, mobilisation, risk and continuity.

This opportunity suits holiday activity providers, childcare organisations, schools, community groups, food providers and children’s welfare specialists able to deliver coordinated services during school holidays. It is expressly suitable for SMEs and voluntary, community and social enterprises. Strong bidders will demonstrate a clear HAF delivery model, suitable childcare or activity settings, reliable food and physical-activity provision, inclusion and accessibility, and effective support for children with SEND where relevant. The council will also assess contract management, performance monitoring, mobilisation, quality assurance, operational risk assessment, business continuity and value for money. Providers should be able to show geographical coverage, suitable venues, staffing and delivery capacity. The framework permits appointment to multiple lots, subject to meeting each lot’s requirements.
