Holiday Activities and Food (HAF) Programme Framework
Notice Description
The London Borough of Hounslow is seeking to establish a multi-supplier Framework for the delivery of the Holiday Activities and Food (HAF) Programme. The HAF Programme provides eligible children and young people with access to enriching activities, physical activity and nutritious food during school holiday periods, in accordance with Department for Education HAF requirements. The Framework will be divided into four Lots: Lot 1 - West: Feltham, Hanworth and Bedfont - up to 10 Framework Providers Lot 2 - Central: Hounslow, Cranford and Heston - up to 9 Framework Providers Lot 3 - East: Chiswick, Brentford and Isleworth - up to 8 Framework Providers Lot 4 - SEND: Borough-wide specialist SEND provision - up to 6 Framework Providers Tenderers may apply for one or more Lots and may be appointed to multiple Lots where they meet the applicable requirements. The estimated total value of the Framework is PS807,200 over the four-year Framework term. Appointment to the Framework does not guarantee any minimum level or value of work. Services will be commissioned through individual Call-Off Contracts in accordance with the terms of the Framework Agreement. Call-Offs may be awarded without reopening competition or following a competitive selection process, as provided for within the Framework. The proposed Framework term is 1 March 2027 to 28 February 2031.
Lot Information
West - Feltham, Hanworth and Bedfont
Delivery of Holiday Activities and Food (HAF) Programme services across Feltham, Hanworth and Bedfont. Providers will be required to deliver compliant HAF provision for eligible children and young people during school holiday periods, including nutritious food, enriching activities, physical activity, healthy lifestyles support and signposting. Up to 10 Framework Providers may be appointed to this Lot.
Renewal: The Framework will have an initial term of two years, with the option for the Authority to extend for up to a further two years in two separate 12-month periods (2+1+1). Any extension will be subject to continued Department for Education HAF funding, satisfactory performance, ongoing service requirements and approval by the Authority. There is no commitment or guarantee that either extension will be exercised.
Central - Hounslow, Cranford and HestonDelivery of Holiday Activities and Food (HAF) Programme services across Hounslow, Cranford and Heston. (HAF) Specialist SEND ProvisionsDelivery of specialist Holiday Activities and Food (HAF) Programme provision for eligible children and young people with special educational needs and disabilities across the London Borough of Hounslow. Providers will be required to demonstrate appropriate specialist capability, staffing, accessibility and support arrangements to meet individual needs while delivering the wider HAF requirements. Up to 6 Framework Providers may be appointed to this Lot.

Planning Information
The London Borough of Hounslow carried out preliminary market engagement with existing and prospective Holiday Activities and Food (HAF) providers on 15/07/2026, delivered virtually across two provider engagement sessions.. The engagement provided information on the Council's proposed approach to the future HAF Framework and gave providers an opportunity to understand the proposed requirements, raise questions and provide feedback on the delivery model and procurement approach. The engagement covered the anticipated scope of HAF services, delivery requirements, provider capacity, geographical coverage, inclusion and SEND provision, pricing considerations and the proposed commissioning arrangements. Providers were able to raise clarification questions and provide feedback during and following the engagement. Feedback received was considered in developing the final procurement documents.
