Summary of the contracting process

Rochdale Boroughwide Housing Limited is seeking a supplier to assess its non-domestic properties and produce Energy Performance Certificates (EPCs). The portfolio includes shops, community centres, community bases, offices and stores. The service covers properties associated with the housing society in Rochdale and the surrounding postcode areas OL10, OL11, OL12, OL15, OL16, M24 and BL9. The supplier must respond promptly to email instructions, arrange appointments directly with occupants where necessary, collect and return keys through RBH offices or hubs, lodge each EPC, and provide the lodged certificate link and XML file by email. This is an energy-assessment and certification service, with associated information and document handling rather than construction or general property maintenance.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition. Enquiries and tender submissions were due by 18 September 2026 at 12:00. Electronic submission was allowed. The contract was planned to run from 10 October 2026 to 10 October 2028. The estimated value is £15,000 excluding VAT, or £18,000 including VAT. There is one lot. Bids are evaluated on price alone, with price carrying 100% of the weighting. The service requirements include acknowledgement of instructions within two working days, arranging occupied-property appointments within two working days, EPC lodgement within five days of access, and sending the lodged EPC link and XML file within five working days of lodgement.

This opportunity suits an SME or voluntary, community and social enterprise with the technical capability to assess non-domestic buildings and produce compliant Energy Performance Certificates. Suppliers should be able to manage a varied property portfolio including retail, community, office and storage premises, coordinate access with occupants, and handle keys securely across the specified Rochdale-area locations. Operational capacity is important: the successful supplier must respond to instructions and arrange appointments within two working days, complete lodgements promptly after gaining access, and return both certificate links and XML files electronically. The work is well suited to an established EPC assessor or energy consultancy with reliable field-assessment resources, efficient appointment management and the ability to deliver consistently over a two-year contract period. Price is the sole evaluation factor.
