Summary of the contracting process

The British Council is procuring facilities management services for its premises in Thailand. The requirement is divided into five service areas: security and operational support; cleaning to maintain a safe and hygienic environment; general office maintenance and repairs; preventive maintenance of air-conditioning units; and pest control using compliant and sustainable management practices. The services are intended to support efficient facility operations and the health, safety and comfort of occupants. Suppliers may focus on one service area or provide several, but each lot represents a separate and comprehensive service package. The process has reached tender: the British Council invited offers through a selective competitive flexible procedure, with electronic submission allowed in English. Expressions of interest are due by 19 October 2026 at 5:00pm Thailand time; enquiries close on 8 October 2026 at 5:00pm. Award decisions are due by 2 December 2026 at 23:59:59. Each lot runs from 1 April 2027 to 31 March 2030, with two optional renewal years on a 1+1 basis, potentially extending to 31 March 2032. Estimated values, including tax, are THB 7,753,864.24 for security, THB 8,244,794.38 for cleaning, THB 2,696,400 for office maintenance, THB 4,978,228.50 for air-conditioning maintenance and THB 161,081.59 for pest control. Evaluation is 60% technical and 40% commercial; the highest-ranked three participants per lot progress to later stages.

The procurement is suitable for small and medium-sized enterprises, including specialist suppliers that can compete for an individual service area rather than needing to provide the whole facilities management package. Strong candidates will have the operational capability, suitably trained personnel, equipment and management systems to deliver reliable services across the relevant British Council premises in Thailand. Security bidders need comprehensive security and operational-support capability; cleaning bidders need to maintain safe, hygienic workplaces; maintenance providers need experience repairing office facilities and infrastructure; air-conditioning specialists need to follow planned preventive-maintenance programmes; and pest-control providers need compliant, sustainable methods that manage health, environmental and operational risks. Bids will be assessed against general technical requirements and criteria specific to each service area, so a clear, credible delivery methodology is important.
