Summary of the contracting process

BlueLight Commercial Limited is procuring a national framework for emergency services fleet management systems delivered as software as a service. The requirement covers industry-specific fleet software and vehicle-fleet management services, including system functionality, fleet data migration, extraction and ingestion, integration, implementation, service support, training and ongoing customer management. Suppliers will provide services for emergency-services fleet operations across the United Kingdom. The process has reached tender: the buyer invited offers through an open, competitive flexible procedure with two stages. Stage 1 comprises a preliminary supplier questionnaire and invitation to tender; Stage 2 requires a software demonstration. Bidders need demonstrable capability in fleet management software, secure data migration, extraction, ingestion and integration, configuration, mobilisation, implementation, training, service support and customer management. The requirement places particular emphasis on business continuity, cyber-incident response, data handling and compliance, transition planning and workflow management. Suppliers must hold ISO 27001 information-security certification or an accepted equivalent, such as a national variant or ISAE 3402. Financial capacity will be assessed through the Supplier Financial Risk Assessment, covering turnover, operating margin, cash flow and debt, interest cover, liquidity and group exposure. Strong product demonstrations and evidence of social value delivery will also be important, alongside the ability to manage complex switching and assurance requirements.
