Summary of the contracting process

Bromford Flagship LiveWest Limited is considering a contractor to service, maintain and repair play equipment and associated assets across its housing portfolio. The work covers indoor and outdoor play areas, including swings, slides, multi-play units, climbing frames, springers, roundabouts, seesaws, inclusive play equipment and outdoor fitness equipment. Associated assets include wet-pour, rubber mulch, grass matting and loose-fill safety surfacing, fencing, gates, seating, bollards and signage. Services may include routine maintenance, emergency make-safe works, planned and reactive repairs, component replacement, surfacing repairs, condition reporting, compliance reporting and recommendations. Delivery is expected across the East Midlands, West Midlands, East of England and South West England. The procurement is for works, including playground equipment repair and maintenance.

This procurement is at the planning stage and is currently an initial market enquiry, rather than an invitation to tender. The buyer is testing whether organisations can provide the comprehensive service; if several suppliers demonstrate capability, it expects to run a formal tender. The buyer expects to confirm whether it will proceed after 9 October 2026 and has indicated 2 November 2026 for the next notice. The anticipated contract is one lot, expected to run from 1 March 2027 to 28 February 2029, with renewal potentially extending it to 28 February 2030. The estimated value is £100,000 excluding VAT and £120,000 including VAT. The lot is identified as suitable for SMEs and voluntary, community or social enterprises.

This will suit contractors experienced in comprehensive play-area inspection, servicing, maintenance and remedial works across a dispersed housing portfolio. Relevant capability includes making equipment safe urgently, delivering planned and reactive repairs, replacing components and maintaining varied play equipment such as swings, slides, climbing frames, roundabouts and inclusive equipment. Suppliers should also be able to repair and maintain wet-pour, rubber mulch, grass matting and loose-fill surfacing, alongside fencing, gates, seating, bollards and signage. The buyer is looking for suitably qualified and experienced organisations able to keep play areas safe, compliant, operational and fit for use. Competitors should be prepared to work to relevant legislation, British Standards and industry best practice, and to provide asset-condition and compliance reporting with recommendations. SMEs and VCSEs are expressly considered suitable.
