Summary of the contracting process

Caerphilly County Borough Council is managing procurement on behalf of Adnodd for high-quality learning resources supporting teaching and learning in equity, anti-racism and well-being. The work covers creating, producing and publishing mainly digital resources, with printed materials potentially included where supported by a clear, evidence-based case for need. Resources must be bilingual in Welsh and English, free to access and use, and aligned with the Curriculum for Wales. The delivery area is Wales. The procurement is for education and training services, with associated requirements for teaching materials, printed publications and educational writing. It is relevant to education content developers, publishers, writers, designers and specialist organisations working in Welsh-language and anti-racist education.

This procurement is at the planning and pre-market engagement stage; it is an intention to procure, not an invitation to tender. Adnodd expects to issue the next notice by 12 October 2026. It plans two online engagement webinars covering the same session: 15:00–16:00 on 24 September 2026 or 10:30–11:30 on 25 September 2026, with suppliers asked to attend one. The engagement registration period is scheduled to end on 25 September 2026. The total estimated value is £180,000 including VAT (£144,000 excluding VAT). Adnodd intends to award two contracts, each worth up to £90,000 including VAT. The planned contract period is 14 December 2026 to 30 September 2027, with resources available by the latter date. The process is below threshold.

The work should suit small and medium-sized enterprises, voluntary, community and social enterprises, as well as larger specialist teams. Adnodd will look for suitably experienced people or organisations with a clear understanding of racism, anti-racism, education and effective pedagogy, and the ability to create high-quality resources aligned with the Curriculum for Wales. Strong candidates will be able to develop accessible digital learning content in both Welsh and English, manage production and publication, and provide evidence of educational need where printed materials are proposed. Partnerships with specialist individuals, companies or organisations are permitted, which may help combine curriculum expertise, subject knowledge, bilingual content development, design, publishing and digital production. One lead organisation must take responsibility for the proposal and successful delivery.
