Summary of the contracting process

Energia Group NI Holdings Limited, trading through the PowerNI brand, is seeking one managing agent to deliver a residential air-source heat pump solution. The supplier will assess homes for suitability, calculate heat loss, supply and deliver equipment, manage loft access and full electrical works, install and commission systems, and provide customer support, reporting and follow-up reviews. The service also covers health and safety, building control and Energy Performance Certificates. Customer education is central: households must understand running costs and how to operate their heat pump. Energia may also require the future design, supply, delivery and installation of solar photovoltaic panels, inverters and battery storage. The work concerns residential customers in the United Kingdom, with the buyer based in Belfast.

The process reached tender: Energia invited offers through an open procedure for utilities. It is one lot, with responses submitted electronically through Energia’s portal after suppliers request access, sign a non-disclosure agreement and confirm their intention to participate. Enquiries had to be submitted by 9 October 2026 at 12:00, and tenders by 16 October 2026 at 12:00. The award decision was due by 26 October 2026. The estimated value is £640,000 excluding VAT, or £800,000 including VAT. The initial contract period is 1 April 2027 to 31 March 2028, with an option to extend by a further 12 months and a further 12-month customer-support service, potentially running until 31 March 2030. Evaluation covers cost, specification compliance, service deliverables, customer engagement, sustainability and IT security, with economic and technical selection requirements set out in the tender documents.

This opportunity suits an integrated heating or energy-services supplier able to manage the complete customer journey, from residential surveys and heat-loss assessment through equipment supply, installation, commissioning, support and review. Bidders need practical capability in electrical works, loft access, health and safety management, building control and Energy Performance Certificates, alongside the ability to explain heat-pump operation and running costs clearly to householders. Strong customer-engagement, service-management, sustainability and IT-security capability will matter because these are explicit quality considerations. The optional solar PV and battery element also favours suppliers able to design and deliver complementary renewable-energy systems, or to coordinate those services effectively. The economic and technical requirements are defined in the tender documents, and the contract is intended for a single supplier with capacity to provide ongoing customer support.
