Summary of the contracting process

Historic Environment Scotland procured support and maintenance services for specialist audio-visual equipment at the Engine Shed in Stirling. The requirement covers the auditorium’s AV system and the bespoke software application developed specifically to operate it. Services include two preventative maintenance visits each year, emergency call-outs, return-to-manufacturer authorisation administration and access to a global helpdesk. The procurement is classified as repair, maintenance and associated services for audio-visual equipment (CPV 50300000). The buyer is Historic Environment Scotland, a national agency responsible for heritage, conservation and the built environment. The work is centred on the Engine Shed site in Stirling, with the requirement relating to the installed AV equipment, its supporting systems and associated software rather than general IT or routine building maintenance.

This procurement has been awarded and the tender is complete. Historic Environment Scotland used a limited procedure without prior publication of a call for competition, relying on the absence of competition for technical reasons: the equipment is specialist legacy equipment and the original installer is the only supplier able to provide the required support, maintenance and bespoke software expertise. The sole lot was awarded to Electrosonic Ltd. The contract was signed on 16 September 2026 for £37,000. Its duration is 24 months, with an option to extend by a further 12 months. The authority may also request additional deliveries for partial replacement, extensions or installations. The procurement is covered by the Government Procurement Agreement.

This requirement indicates a need for suppliers able to support installed, specialist AV systems in a public auditorium, including legacy equipment and bespoke control software. A credible competitor for a future requirement would need demonstrable technical knowledge of the relevant equipment, the ability to diagnose and resolve faults through emergency call-outs, and capacity to carry out planned preventative maintenance reliably. Experience managing return-to-manufacturer authorisations and providing structured helpdesk support would also be important. The buyer’s stated rationale shows that system-specific knowledge, including familiarity with the original installation and its software, was decisive in selecting the incumbent supplier. Businesses with comparable installation, integration and lifecycle-support experience would be better placed than general IT maintenance providers when this buyer next requires equivalent technical support.
