Summary of the contracting process

Transport for Greater Manchester is procuring a cloud-hosted public address system and associated services for its transport service facilities across Greater Manchester. The service will provide secure, resilient, IP-based announcements, including real-time passenger information, site-specific passenger safety and security messages, and event-driven communications. It must support central operation from the Operations Control Centre and local operation by designated site co-ordinators. The requirement includes a main and failover cloud management system integrated with IP speakers, audio gateways, AFILs, paging stations and user clients. The system must also interface with legacy Long Line Public Address systems during transition and with third-party platforms such as Cisco Unified Call Manager. The procurement covers public address systems and their repair and maintenance.

The buyer reached tender and invited offers through an open procedure under the Procurement Act 2023. The tender submission deadline was 30 October 2026 at 16:00 UTC, with the award decision scheduled by 20 January 2027 at 23:59. The single lot has an estimated gross value of £871,000. The contract period is 1 April 2027 to 31 March 2034, with options for further site locations described in the invitation to tender documents. Offers are evaluated on technical quality at 50%, cost at 40% and social value at 10%. Electronic submissions in English are allowed through the buyer’s online procurement system. The opportunity is above the relevant threshold and covered by the Government Procurement Agreement.

This opportunity suits suppliers specialising in cloud-based public address, passenger information, transport communications or critical site audio systems, including small and medium-sized enterprises. Strong candidates will need to provide a secure and resilient hosted platform with main and failover capability, integrate a distributed estate of IP speakers, audio gateways, AFILs, paging stations and user clients, and support both central control-room and local site operation. Relevant experience with passenger safety and security messaging, real-time announcements, event-driven communications and operationally critical environments will be useful. Suppliers should also be able to manage migration or transition from legacy Long Line Public Address systems and integrate third-party communications technology such as Cisco Unified Call Manager, alongside ongoing repair and maintenance services.
