Summary of the contracting process

Mayor’s Office for Policing and Crime intends to procure network services for the Metropolitan Police Service. The contract will cover delivery, operation, management and ongoing development of the enterprise network estate. The supplier will provide end-to-end management of the network fabric, supporting secure communication between users, systems, sites and partner organisations. The scope includes associated network security and service-management activities needed to integrate with the wider IT ecosystem. The supplier will also manage the Authority’s connectivity providers, whose connectivity contracts are procured separately and held directly with the Authority. This is a large public-sector technology services requirement covering London and the wider United Kingdom, with relevant work including enterprise networking, local and wide area network services, communications software, network security and related telecommunications.

The procurement is at the planning stage: the buyer has stated an intention to procure, but has not yet invited tenders. It expects to proceed through a UK4 Request to Participate followed by the procurement itself. The indicative contract period is 1 February 2028 to 31 January 2033, with renewal arrangements potentially extending the term to 31 January 2043. The estimated value is £350 million excluding VAT, or £420 million including VAT. The buyer plans market engagement before the tender, including a broadcast event on 29 September 2026. Requests to attend are expected by 23 September 2026, clarification questions by 1 October, consolidated answers by 6 October, and completed Market Sounding Questionnaire responses by 14 October 2026. The procurement is planned as one lot.

This will suit established network managed-service providers with the scale to run a complex enterprise network across users, systems, sites and partner organisations. Relevant suppliers should be able to deliver a run-and-maintain service centred on Secure Access Service Edge, or SASE, and support the buyer’s Networks Modernisation Programme. The requirement calls for end-to-end operational management, continuing network development, secure communications, network security and service management integrated with a wider IT environment. Experience coordinating multiple third-party connectivity providers will be important, because the successful supplier will manage those relationships while the connectivity contracts remain directly between providers and the Authority. Businesses should use the market engagement to understand the high-level requirements, contribute through the questionnaire and prepare for the later participation process; this is not currently an invitation to bid.

The contract will cover the delivery, operation, management and ongoing development of the MPS's enterprise network estate. The successful supplier will provide end-to-end management of the Authority's network fabric enabling secure communication between users, systems, sites and partner organisations, together with the associated security and service management activities required to integrate with the MPS's wider IT ecosystem. The successful supplier will also be responsible for operational management of the Authority's connectivity suppliers which are procured under separate third-party contracts direct between the connectivity providers and the Authority.

Planning Information

The Authority invites the market to respond to a set of high-level statements of requirement. The Networks procurement is the first step in a deliberate disaggregation of our current infrastructure managed service into separate Networks and Core Infrastructure contracts, with Networks procured first. We are seeking a run-and-maintain model cored around SASE, and aligned to our Networks Modernisation Programme. Interested parties are invited to: •Complete the Market Sounding Questionnaire (MSQ) issued on Coupa further to this notice. •Attend a Market Engagement Event (ME Event) at 15:30 to 17:00 GMT on 29th September 2026. This will be a broadcast session on Teams by the Authority to elaborate the scope of provision with the opportunity for interested parties to ask questions. •Apply to the procurement itself, which is subject to a UK4 Request to Participate (Tender Notice) •To register your interest in the ME Event, please respond to this notice on Coupa Instant Messages Function, listing the full name of your organisation and attendees' details (including name, role, contact telephone number and email address). This will enable the Authority to give you access to the ME Event. •The deadline for requests to be invited to the ME Event is 17:00 GMT on 23rd September 2026. •The ME Event will be on 29th September 2026. A Microsoft Teams link will be sent to the attendees. •Please note that the ME Event will be recorded on Teams and will be included in the Data Room following the issue of the UK4 Request to Participate (Tender Notice) •Potential suppliers may submit Clarification Questions to the Authority regarding the Market Sounding Questionnaire from the date of this Preliminary Market Engagement Notice, via the Coupa Instant Messages Function. This Clarification Question window will close on 17:00 GMT on 1st October 2026. •The Authority will aim to share consolidated clarification question and answer feedback with suppliers by 17:00 GMT on 6th October 2026. •Completed MSQ responses by potential suppliers must be received no later than 17:00 GMT on the 14th October 2026.
