Summary of the contracting process

Mid Yorkshire Hospitals NHS Trust intends to procure premium portioned baked cakes and confectionery for retail resale. The products may be supplied as individual portions or whole portioned cakes, for sale to NHS staff, visitors and, where appropriate, patients. The requirement is divided between Trust café retail outlets and staff and visitor dining rooms across the Trust. This is primarily a supply opportunity for cake and confectionery producers, wholesalers, caterers and food-service suppliers able to provide consistent retail-ready products. The work is associated with catering services as well as cake supply. Delivery and sales activity will take place across the Trust’s locations in West Yorkshire, including its café and dining facilities.

This is a planned procurement: the Trust has announced its intention to buy but has not yet invited tenders. It expects to use a below-threshold open competition. The estimated value is £90,000 excluding VAT and £108,000 including VAT. The buyer expects the next notice to be published on 2 November 2026. The two planned lots cover café retail outlets and Trust-wide staff and visitor dining rooms. Both lots are planned to run from 1 April 2027 to 31 March 2030, with the option of two further 12-month renewal periods, potentially extending to 31 March 2032. Participation is reserved for small and medium-sized enterprises and voluntary, community or social enterprises based in West Yorkshire.

The requirement should suit suppliers with established production, wholesale or catering capability in premium baked cakes and confectionery, particularly businesses able to portion products consistently and supply them for direct retail sale. Suppliers will need to understand the practical demands of serving NHS café and dining-room customers, including staff, visitors and potentially patients. The two-lot structure allows businesses to consider whether their distribution and fulfilment capacity fits café outlets, Trust-wide dining rooms, or both. Small and medium-sized enterprises and voluntary, community or social enterprises based in West Yorkshire are the intended participant group. Businesses in that area should prepare product ranges, retail presentation, supply capacity and delivery arrangements for the later competition.
