Summary of the contracting process

Denbighshire County Council is exploring the supply and installation of secure payment kiosks for Local Authority One Stop Shops in Denbighshire. This is a planned pre-market engagement exercise, not an invitation to tender. The Council is seeking supplier information on kiosk features, technology, innovation, costs, timescales, implementation and available options, and may invite suppliers to present solutions remotely during the week commencing 12 October 2026. Suppliers are asked to send a brief solution overview by 12 noon on 5 October 2026; the engagement milestone is scheduled to run to 31 October 2026. The Council expects a future notice around 1 March 2027, with the contract provisionally planned from 1 October 2027 to 30 September 2031 and a possible extension to 1 October 2036. One SME-suitable lot is in planning. The published estimated value is £1 net or £1.20 gross, and the Council states that engagement may not lead to a procurement.

The engagement will suit kiosk manufacturers, payment technology providers, cash-management specialists, software and systems integrators, and service providers able to combine hardware, payment processing, installation, maintenance and support. Strong candidates will be able to demonstrate successful work with libraries and local authorities, as well as experience delivering secure public-facing payment systems. Relevant capability includes PCI DSS-compliant card processing, encrypted data handling, secure cash storage and counting, change dispensing, alarm and audit functions, bilingual Welsh and English interfaces, and integration with council back-office systems. Suppliers should be prepared to evidence accessible design for wheelchair users and people with visual impairments, robust indoor equipment, remote diagnostics, software updates, modular maintenance and a minimum 99.5% uptime. Compliance with relevant British Standards and required accessibility and security certifications will also be important.

This pre-market engagement notice outlines the high level requirements for payment kiosks capable of accepting payments via cash, chip and PIN, contactless and mobile wallets. The kiosks are to be installed in Local Authority One Stop Shops, ensuring secure, accessible, and user-friendly transactions for a diverse range of customers. Aims of Engagement The purpose is to: - Understand supplier capabilities and the very latest technologies and solutions available in the market - Identify opportunities for innovation and best practice - Test assumptions on costs, timescales, and implementation approaches - Understand options available to the Authority Requirements * Payment Methods: The kiosk must accept major debit and credit cards (including contactless), Google and Apple Pay, as well as cash (notes and coins). * Receipts: The kiosk must provide printed and digital receipts for all transactions. * Transaction Processing: Payments must be processed in real time, with confirmation displayed to the user. * Change Dispensing: For cash payments, the kiosk must dispense change where necessary. * Multiple Services: The kiosk should support payments for various Local Authority services (e.g., council tax, parking, permits). * Ability to view analytics and run reports * The devices must be able to operate bilingually in Welsh and English * Data Protection: All card transactions must comply with PCI DSS standards. Sensitive customer information must be encrypted and not stored locally. * Physical Security: The kiosk must be robust, tamper-resistant, with lockable compartments for cash and maintenance access. * Alarm Systems: Integrated alarms for unauthorised access or tampering. * Audit Trail: The system must maintain a secure log of all transactions for audit purposes. * Cash Handling: Secure cash management system, including automatic counting and secure storage of notes and coins. * Physical Accessibility: The kiosk must comply with UK accessibility standards, including wheelchair access (height and reach requirements). * User Interface: Large, clear touchscreen interface with intuitive navigation. Planning Information

We are seeking to understand what is currently available in the market in relation to the above requirements. We are inviting suppliers to provide a breakdown of the key features and functions their kiosks provide and are particularly interested in latest technologies and any innovative approaches to payment kiosks. We may invite suppliers to present the details of their solutions to the Council, over MS Teams. This is likely to be during week commencing 12th October 2026. We are particularly interested in suppliers who have a proven track record of working successfully with Libraries and Local Authorities. We do not guarantee that this exercise will result in a procurement exercise.
