Summary of the contracting process

Mid and West Wales Fire and Rescue Authority is procuring fire scene investigation training on behalf of itself, South Wales Fire and Rescue Service and North Wales Fire and Rescue Service. The supplier will train and assess fire service staff so they can qualify for Tier 2 Fire Scene Investigator roles and carry out investigations to the required competency standard. Training and assessment must enable delegates to achieve the Skills for Justice Level 5 Certificate in Fire Investigation, in line with its qualification handbook and the National Fire Chiefs Council’s Fire Investigation Competency Framework. This is a training services contract, with investigation and higher-education elements. Delivery is for delegates from the three Welsh fire and rescue services; the stated delivery location is the United Kingdom.

The buyer invited tenders through an open procedure for a single-supplier framework. This is one lot, and the framework will not reopen competition for individual awards. The enquiry deadline was 3 November 2026 at 17:00, and the tender submission deadline was 10 November 2026 at 12:00. The stated contract period runs from 1 February 2027 to 31 January 2029, with an option to extend by up to 24 months in 12-month increments, to 31 January 2031. The estimated value is £200,000 excluding VAT (£240,000 including VAT). Evaluation is weighted 70% quality, 20% price and 10% social value. The authority expected to complete the award decision by 11 January 2027.

This opportunity suits training providers with specialist fire investigation expertise and the facilities and assessors needed to deliver both instruction and practical assessment. Suppliers must be able to prepare fire service personnel for Tier 2 investigator responsibilities and support achievement of the Skills for Justice Level 5 Certificate in Fire Investigation, following the qualification handbook and the National Fire Chiefs Council competency framework. The work serves three Welsh fire and rescue services, so bidders should be equipped to deliver a consistent programme for delegates drawn from multiple services. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable. Quality carries substantially more evaluation weight than price, with social value also assessed, so the offer needs to demonstrate a credible training approach and relevant outcomes.
