Summary of the contracting process

Public Health Scotland intends to procure a storage, collation and distribution service for its public health campaigns and publications. The work covers two strands: picking, packing and delivering individual orders from the publications catalogue, and assembling and distributing bespoke campaign materials to an address list. Publications will be supplied to the contractor by Public Health Scotland’s print contractors. The supplier must also provide an online stock management system for the Authority’s Logistics Team, with live stock levels, movement history and downloadable reports, advance notice of incoming stock, delivery evidence where possible, and information on stock being picked or marked for recycling. This is warehousing and distribution work, including print-material distribution (CPV 63120000). Delivery is in Scotland.

This is at the planning stage: Public Health Scotland has set out an intention to procure, but there is no invitation to tender yet. The buyer expects to publish a future notice on 30 November 2026. It expects the contract to be awarded in April 2027 and to start on 1 June 2027. The planned term is two years, with an option to extend for a further two years. The stated estimated value is £1,000,000. The procurement is arranged as one lot. The planned scope covers the Authority’s campaigns and publications; the buyer reports an average of around 25 campaigns and 1,000 publication orders each year. No evaluation criteria or participation requirements are set out at this planning stage.

This work is best suited to suppliers able to manage warehouse stock and fulfil both routine individual publication orders and campaign-specific bulk collation and distribution. Relevant capability includes accurate picking and packing, handling address databases, coordinating deliveries from print contractors, and distributing materials reliably to recipients across Scotland. Suppliers will also need to provide and maintain an online stock-management platform that supports real-time inventory visibility, searchable movement records and downloadable reports, incoming-stock notifications, and proof of delivery where available. The system must help the Authority track stock during dispatch and identify items for recycling. The expected workload spans recurring publications and multiple public health campaigns, so bidders should be prepared to handle varied order types and ongoing logistics alongside campaign peaks. The buyer has not yet set out specific accreditations or minimum experience requirements.
