Summary of the contracting process

Tunbridge Wells Borough Council is seeking contractors for planned and reactive maintenance, statutory compliance, emergency response and minor works across its borough property portfolio. The four specialist service areas cover heating and general mechanical systems, including boilers, pumps and hot water plant; HVAC, air conditioning, ventilation, building controls and renewable energy equipment; water hygiene, Legionella control, risk assessments, sampling and treatment; and lift maintenance, breakdown response, passenger release and minor refurbishment. The Council invited offers through an open competitive flexible procedure, with a tender stage and an optional value-engineering stage. The initial contract period is 1 January 2027 to 31 December 2031, with possible annual extensions for up to five further years. The stated gross values are £960,000 each for heating and mechanical services and HVAC and renewables, £480,000 for water hygiene and specialist water systems, and £360,000 for lift maintenance; the overall stated value is £2.76 million. Each lot is evaluated on quality (70%) and cost (30%).

Tunbridge Wells Borough Council (TWBC) is looking to procure for Planned Maintenance (PPM), Statutory Compliance, Emergency Call Out, Responsive Repairs and Minor Building Maintenance Works to Council buildings throughout the Borough. The tender consists of 4 specialist Lots. The lots are as Follows: Lot 3A (Heating and Mechanical), Lot 3B (HVAC Controls and Renewables), Lot 3C (Water Hygiene and Specialist Water systems), Lot 4 (Lift Maintenance). There is no restriction on how many of these lots that can be bid for, and also irrespective of any other lots already held.

Lot Information

Heating and General Mechanical

Planned Preventative Maintenance (PPM), statutory compliance, reactive maintenance, emergency response, repairs and minor works relating to heating and general mechanical building services. This includes boilers, heating systems, pumps, pressurisation equipment, pipework, hot water generation plant, mechanical distribution systems and associated equipment across the Council's property portfolio.

Renewal: The Council is issuing this tender to select a suitable Contractor to provide maintenance services for each individual lot for an initial period of 5 years, with possible yearly extensions for a further 5 years (5+1+1+1+1+1).

HVAC Controls & Renewables

Planned Preventative Maintenance (PPM), statutory compliance, reactive maintenance, repairs and minor works relating to HVAC systems, air conditioning, ventilation systems, ductwork, building management systems (BMS), controls, renewable energy systems and associated specialist equipment across the Council's property portfolio.

Renewal: The Council is issuing this tender to select a suitable Contractor to provide maintenance services for each individual lot for an initial period of 5 years, with possible yearly extensions for a further 5 years (5+1+1+1+1+1).

Water Hygiene & Specialist Water Systems

Delivery of water hygiene management, Legionella control services, water risk assessments, monitoring, testing, sampling, disinfection, treatment systems maintenance and associated specialist water system services across the Council's property portfolio.

Renewal: The Council is issuing this tender to select a suitable Contractor to provide maintenance services for each individual lot for an initial period of 5 years, with possible yearly extensions for a further 5 years (5+1+1+1+1+1).

Lift Maintenance

Planned Preventative Maintenance (PPM), reactive maintenance, emergency call-out, breakdown attendance, passenger release services, repairs and minor refurbishment works relating to lifts, platform lifts, stairlifts, goods lifts and associated lifting equipment across the Council's property portfolio.

Renewal: The Council is issuing this tender to select a suitable Contractor to provide maintenance services for each individual lot for an initial period of 5 years, with possible yearly extensions for a further 5 years (5+1+1+1+1+1).
