Summary of the contracting process

Hinckley and Bosworth Borough Council is seeking one supplier to service, maintain and repair electrical and renewable heating appliances, air-conditioning units, mechanical ventilation with heat recovery (MVHR) installations and solar photovoltaic (PV) systems across its housing stock. This is a building-services maintenance and repair contract, covering installed equipment rather than a new-build installation. The council’s borough is in south-west Leicestershire, between Leicester, Birmingham and Coventry; it includes rural areas and the market town of Market Bosworth. The work is for the council’s housing stock across the borough. The requirement combines routine servicing with responsive maintenance and repairs across several types of electrical, heating, ventilation and renewable-energy equipment.

The council invited offers through an open competition, seeking a single supplier. The tender set 23 October 2026 at 12 noon for enquiries and 30 October 2026 at 12 noon for submissions. The contract was planned to start on 1 January 2027 for an initial three years and three months, ending 31 March 2030, with a break clause on 31 March 2029 after 27 months. The council may extend by one year and then a further year, up to 31 March 2032; extensions depend on satisfactory performance and council requirements and are not guaranteed. The stated value is £220,000 excluding VAT for the contract term (£40,000 per year). Price carries 40% of the evaluation and quality 60%. The procurement is one lot; the JCT MTC 2024 form, unamended, applies.

The work suits building-services contractors able to manage a varied portfolio of installed systems across social housing, with the technical capability to service, maintain and repair electrical appliances, renewable heating, air conditioning, MVHR and solar PV. A single supplier will need to coordinate delivery across the borough and provide reliable ongoing servicing alongside repair capacity. The council marked the opportunity as suitable for SMEs and voluntary, community and social enterprises, so smaller and mission-led providers may be well placed to compete, either directly or through a delivery model that meets the full scope. Evaluation places greater weight on quality than price, making a credible service approach and evidence of capability important alongside a competitive cost. The council uses an unamended JCT MTC 2024 contract form.
