Summary of the contracting process

HealthTrust Europe (HTE), acting for Mid and South Essex NHS Foundation Trust, established a framework for neurology and spine surgery goods and services. It covers equipment and consumables for neurosurgery, neurovascular and neuroradiology work; neuromodulation; neuromonitoring, neuronavigation and robotics; spine surgery; and managed services and theatre solutions. The devices support prevention, diagnosis, surgical treatment and rehabilitation of conditions affecting the brain, spinal cord, nervous system and cerebrovascular system, as well as treatment of spinal pathologies. Associated services include installation, repair and maintenance of surgical equipment. Deliveries are described as being in the United Kingdom. The framework comprises five lots, spanning these clinical equipment and service areas.

The framework has been awarded and a contract was signed on 16 July 2021. The contract value is £435 million. The initial 48-month term was extended through modifications to 66 months; the latest extension was for six months, to maintain continuity while a replacement framework was being completed. The contract is active. Twenty-one supplier entries are listed across the award, representing 18 distinct suppliers: Zimmer, B. Braun Medical, Carl Zeiss, Delta Surgical, Integra Neurosciences, Johnson & Johnson Medical, KLS Martin, Medtronic, Penumbra Europe, Stryker, Inomed Neurocare, St. Jude Medical, Brainlab, NuVasive, Olympus KeyMed, Philips Electronics and Globus Medical. The published information does not describe an evaluation basis or procurement method.

This procurement demonstrates demand for a broad range of specialist neurological and spine-surgery products, from implants, consumables and surgical instruments to operating-theatre equipment, navigation and robotics systems. Suppliers were selected across the framework’s clinical equipment and service areas, and the supplier group includes both large businesses and SMEs. A credible competitor for a future requirement would need relevant products and the ability to supply and support them, including installation, repair or maintenance where applicable. The framework also entails supplier-paid activity-based income management charges and regular management-information reporting, so bidders would need to accommodate those commercial and administrative obligations. The buyer’s requirement spans several related disciplines; businesses with focused offerings may be relevant where they can meet a specific lot’s needs.
