Summary of the contracting process

Isle of Wight Council is seeking an asset management solution for its Property Services department to manage the Council’s property portfolio. Contract mobilisation was expected from 4 January 2027, with the solution expected to go live by 24 May 2027; the contract period runs from 24 May 2027 to 23 May 2030. Estimated value is £201,300 excluding VAT (£241,560 including VAT). Price carries 60% of the evaluation; quality carries 40%, covering migration, security, user engagement and a demonstration.

The requirement suits software providers with an established property or asset management platform and the capacity to implement and support it across a council. Suppliers should be able to lead data migration and cleansing, manage the initial data upload, assure data quality and provide secure data return at contract end. The solution needs to integrate with other platforms through APIs and import/export functions. Strong information security is central, including data protection, UK GDPR compliance where applicable, single sign-on, multi-factor authentication, tamper-proof audit logs, secure backups and breach notification arrangements. Providers should also be equipped to train a broad range of users, provide responsive technical support, maintain and upgrade the system, support business continuity and disaster recovery, and demonstrate configurable reporting and property-management functions. SMEs are considered suitable to compete.
