This work suits security providers able to recruit, deploy and manage licensed door supervisors for night-time patrols, with the operational capacity to staff high-harm areas during peak hours. Every marshal must hold valid Security Industry Authority Door Supervisor accreditation; the supplier itself does not need to be an SIA-approved supplier. Teams deployed in each high-harm area must include at least two women among the eight marshals. The specification makes safeguarding, appropriate support for victims, violence prevention, early intervention and reliable incident and intelligence reporting central to delivery. Suppliers also need to provide training, uniforms and equipment, manage the scheme and supply management information to Sussex Police. A workforce representative of the communities it patrols is important to the Authority.

Notice Description

The Authority is seeking to award one contract to deliver the Scheme in Brighton. For the period from 01/04/2027 to 31/03/2028, with an option to extend for a further 2 x 12 month extensions. To deliver the Night Safety Marshal Scheme, whilst the Successful Supplier does not have to be a Security Industry Authority (SIA) approved supplier, the marshals deployed as part of the Scheme must be and hold valid SIA Door Supervisor Accreditation. The Night Safety Marshal Scheme will, as a minimum, be required to deliver the following: To deploy 8 Security Industry Authority (SIA) accredited and licenced marshals in each of the high harm hyperlocal areas identified by Sussex Police at peak hours (20:00-04:00) (as set out in 1.2.1 Patrolling the Nighttime economy (NTE) Hyperlocal areas) To ensure that the 8 marshals deployed in each high harm area comprise of a minimum of 2 females. Preventing violence against women and girls is a priority for the Authority and as such, keen to ensure all marshals are trained and equipped to deal with victims appropriately. A diverse workforce, representative of the communities they patrol, engage and support through the patrols is important. To deploy marshals to identify vulnerable individuals and ensure that they are kept safe To deploy marshals to prevent serious violence with early intervention and the removal of threat (as set out in 1.2.2 Vulnerability reduction and early interaction) To deploy marshals for patrols in high harm areas as directed by Sussex Police; predominantly the nighttime economy area of Brighton. To report low level public order incidents to Sussex Police, gather information and intelligence on criminal activity (as set out in 1.2.3 Crime reduction and incident/intel reporting) To provide the required training to the marshals (as set out in 1.2.4 Training) To provide the required uniform and equipment to the marshals. To manage the Scheme and provide management information to Sussex Police (as set out in 3.1 - Management Information Reporting)
