Summary of the contracting process

Cabot Learning Federation Multi Academy Trust is seeking an HR information system (HRIS) and a fully managed payroll service for its schools. Suppliers may offer one integrated system or separate HR and payroll systems, but any separate systems must transfer data securely, accurately and efficiently, with minimal manual work. The requirement also covers pension services. The Trust expects the service to support schools joining the organisation and to allow related HR, payroll and pension modules or services to be added. Delivery is for the Trust’s schools in the United Kingdom; the published location is not more specific. The Trust is the buyer, with PHP Law LLP named as a party to the procurement.

The Trust invited tenders through an open procedure. This is a services contract, with one lot covering the complete requirement. Questions were due by 11:00 on 23 October 2026 and tenders by 12:00 on 6 November 2026; the stated award decision date was 17 December 2026. The estimated contract period begins on 15 January 2027, with system go-live planned for June or July 2027. The service is to run for four years from go-live, with two possible one-year extensions. The estimated value is £1.4 million excluding VAT (£1.68 million including VAT). Evaluation weights software functionality at 35%, quality questions at 25% and price at 40%; the lowest overall price receives the full price score, with other scores calculated relative to it.

The opportunity suits providers able to deliver and support an HRIS alongside managed payroll and pension services, either as an integrated platform or through systems that exchange data securely and reliably. The Trust expects suppliers to manage implementation, data migration, testing, go-live and ongoing service, while handling payroll accuracy, statutory compliance, business continuity, support queries and expansion as schools join. Bidders must demonstrate relevant technical experience through up to three contract examples from the education sector completed in the preceding three years; at least two must be sufficiently relevant to the requirement. Providers must show financial resilience, including audited or equivalent accounts for the previous two financial years, adequate resources, positive net assets and a turnover threshold. Required insurance includes employer’s and public liability cover, plus professional indemnity, product liability, and cyber and data protection cover. Current ISO 9001 and ISO 27001 certifications, or recognised equivalents covering the proposed services, are required.
