Summary of the contracting process

Loreburn Housing Association is seeking planned servicing and maintenance, reactive repairs and call-outs for existing CCTV installations, controlled door-entry systems, and fire-detection and alarm systems. The work covers three separate lots, so specialist security-system and fire-alarm contractors can focus on the relevant service area. Delivery is in Dumfries and Galloway. The procurement is for repair and maintenance services for security equipment, including CCTV and access-control equipment, alongside fire detection and alarm systems. The stated requirement centres on keeping existing installations operational through scheduled maintenance and responding to faults and repair call-outs.

The buyer invited offers through an open procedure. The procurement is divided into three lots: CCTV installations, controlled door-entry systems, and fire-detection and alarm systems. The buyer set the submission deadline as 30 October 2026 at 12:00 UTC. Each lot has a two-year contract period, with the client able to extend by further 12-month periods up to a maximum of two additional years. For each lot, quality accounts for 60% of the evaluation and price for 40%. Bids must be in English; variants are not allowed, and bids must remain valid for 180 days after the submission deadline. The notice gives no monetary value for the procurement or its lots.

This opportunity is suited to contractors with practical capability in maintaining and repairing CCTV, controlled access and fire detection and alarm installations. The work combines planned servicing with reactive repairs and call-outs, so bidders need to be able to support both routine maintenance and fault response in Dumfries and Galloway. Suppliers should be prepared to identify the names and qualifications of staff assigned to the contract. Bidders must meet the relevant professional or trade-register enrolment requirement: in the UK, the stated register is Companies House, or an equivalent register elsewhere. Community benefits form part of the requirement, with further detail referenced in Appendix D of the contract documentation. The buyer evaluates quality more heavily than price, favouring bids that demonstrate a strong service approach as well as competitive pricing.
