Summary of the contracting process

The University of Huddersfield is buying a survey, testing and maintenance service for fire dampers and associated ventilation systems in its buildings. The contractor must inspect the systems and external ventilation grilles, identify and label equipment, and create an inventory showing each damper’s location and type. Work includes testing dampers to manufacturers’ instructions and BS 9999:2017, physically operating them to demonstrate effectiveness, cleaning and lubricating components where needed, resetting and retesting units, and reporting repairs. The service is for university buildings in Huddersfield and other locations in West Yorkshire. Deliverables include marked-up drawings, a comprehensive condition and performance report, details of remedial actions, and a test certificate for every damper.

The University invited offers through an open competition for this below-threshold works contract. The tender deadline was 29 October 2026 at 12:00 UTC; enquiries were due by 23 October 2026 at 12:00 BST. The contract period runs from 1 December 2026 to 30 November 2031. The estimated value is £100,000 excluding VAT (£120,000 including VAT). The procurement is a single lot, with no division into separate packages indicated. Evaluation gives price a 60% weighting and quality 40%. Offers may be submitted electronically through the buyer’s e-sourcing portal.

This requirement suits firms with practical experience surveying, testing and maintaining fire dampers and related ventilation systems in occupied or multi-building estates. Suppliers need staff able to identify different damper types, follow manufacturers’ instructions and apply BS 9999:2017, including physically dropping dampers, cleaning channels and runners, lubricating where necessary, resetting equipment and carrying out retests. The work also calls for reliable asset-recording and reporting capability: equipment must be labelled, inventoried by location and type, matched to marked-up drawings, and documented with condition, operating status, failures and remedial actions. Contractors must be able to issue a test certificate for each damper and identify when significant repairs beyond consumables are needed. The buyer identifies the opportunity as suitable for small and medium-sized businesses.
