Summary of the contracting process

Affinity Water Limited is seeking a supplier or suppliers for paid media and advertising services to support its “Keep Life Flowing” campaign and wider water-saving and behaviour-change work. The scope covers strategy, audience insight and analytics, optimisation, media and channel planning, media buying, television, radio, performance digital and social media buying. The programme is intended to run throughout the year and support the water company’s water-reduction targets. Services will cover areas across England, including the North East, North West, Yorkshire and the Humber, the Midlands, East of England, London, the South East and the South West. This is an advertising and marketing services requirement (CPV 79340000).

Affinity Water invited suppliers to compete through a selective competitive flexible procedure. The first stage is a selection questionnaire: suppliers had to register on the In-tend portal and confirm their intention to participate by 09:00 on 16 October 2026; questionnaire submissions are due by 09:00 on 2 November 2026. Shortlisted suppliers will be invited to submit proposals, with evaluation and clarification meetings, and the buyer may negotiate or request final offers. The contract is valued at £6 million excluding VAT (£7.2 million including VAT). The initial term runs from 1 March 2027 to 28 February 2030, with options to extend by up to five one-year periods, to a maximum overall term of eight years. Commercial criteria carry 60% of the score and technical criteria 40%.

The opportunity is suited to media agencies and paid advertising specialists able to provide an integrated service across both digital and offline channels. Suppliers should be capable of developing strategy, planning and buying media, and using audience insight, analytics and optimisation to assess and improve campaign performance. The required channel mix includes television, radio, performance digital and social media. The work calls for the capacity to manage a sustained, year-round programme across a broad area of England, coordinating activity to support water conservation and behaviour change. Affinity Water identifies the requirement as suitable for small and medium-sized businesses, so smaller agencies may find it relevant if they can deliver the full range of services, either directly or through an appropriate supplier team.

Affinity Water is seeking a strategic paid media supplier(s) to develop, plan, activate, optimise and evaluate an ongoing programme supporting Keep Life Flowing and our wider water saving and behaviour change activity. The programme must run throughout the year, supporting annual water reduction targets that reset on 1 April 2027. Activity must be ready to launch from April 2027, ahead of potential early heatwaves and increases in demand. The supplier(s) should be able to provide all services including but not limited to: - Paid media strategy, - Insight, analytics and optimisation, - Media and channel planning, - Media buying, - TV, - Radio, - Performance digital, - Social media buying.
