Summary of the contracting process

Yorkshire Ambulance Service NHS Trust procured continued provision of the Totara Learn and Totara Perform learning management system, known internally as YAS247. The platform supports the Trust’s staff learning, appraisal, compliance and workforce development. The requirement is for the software service and its support, rather than a general-purpose IT system. Delivery is associated with the Trust’s headquarters in Wakefield. The Trust described the platform as business-critical and sought continuity of the existing service, avoiding disruption to its workforce processes. Think Learning was the incumbent provider and the selected supplier for this requirement.

The procurement is complete and the contract was awarded to Think Learning. The contract was signed on 4 September 2026. The process used a limited award without a prior call for competition, through the CCS G-Cloud 14 framework. The Trust benchmarked six certified Totara providers and assessed service offering, capability, NHS experience and fit with its functional requirements; the lot’s stated award criterion was price. Six bids were recorded. The awarded contract value and contract period are not provided in the published information. The single lot is recorded as cancelled, although the award and contract are shown as active; the recorded outcome names Think Learning as the selected supplier.

This award demonstrates demand from an NHS ambulance trust for a business-critical Totara Learn and Totara Perform platform supporting staff development, appraisal and compliance. Suppliers seeking to compete for a comparable requirement from this buyer would need to provide the Totara learning and performance management service, meet the Trust’s functional needs and demonstrate relevant NHS experience and delivery capability. The evaluation also considered the service offering, while price was identified as the award criterion. The selected provider was the incumbent and a Totara Platinum Partner, indicating the value of established platform expertise and the ability to maintain service continuity. A credible competitor would need to show how it can support a critical workforce system while limiting operational disruption and the risks of migration, retraining and implementation.
