Summary of the contracting process

Anchor Hanover Group plans to re-procure services for lightning protection and person safety systems across its housing and care portfolio in England. Anchor Hanover Group is England's largest not-for-profit provider of specialist housing and care for those later in life. We manage 54,000 homes for both rent and sale to those aged 55 and over. Lightning Protection Systems (LPS) and Person Safety Systems represent safety-critical assets across Anchor's portfolio. These systems help protect our buildings, residents, employees, contractors and visitors from risks associated with lightning strikes, the resulting fire risk, and working at height activities with fixed assets. Ensuring that these assets are appropriately identified, maintained, repaired and replaced forms an important part of Anchor's compliance and asset management responsibilities. Based on current records, LPS are understood to be present at approximately 262 locations, while Person Safety Systems are identified at approximately 44 locations. Bidders shall note that asset information continues to be reviewed and validated, and should therefore be considered indicative. The future scope of service is expected cover, but is not limited to, the following activities across LPS and Person Safety System assets: - Inspection, testing and PPM (Planned Preventative Maintenance) - Repair (emergency and responsive) - Replacement - Installation - Baseline survey, assessment and inclusion within service activities of undocumented assets - Maintenance of an asset register Anchor defines that an LPS includes the external lightning protection system and associated internal protection or interfaces: - Air termination networks - Conductors - Down conductors - Test joints - Earth electrodes - Bonding - Separation distance arrangements - Surge protection measures where applicable - Warning labels - Inspection pits Person Safety Systems which are expected to fall under the contract's scope are: - Single-point anchors, eyebolts, anchor posts and safety hooks - Horizontal flexible lifelines, rigid rails and travelling anchor systems - Fall restraint, fall arrest and rope access anchor systems - Permanent fixed, freestanding and counterweighted guardrails and edge protection - Permanent fixed ladders, ladder hoops/cages, gates, platforms and roof hatches - Roof walkways, steps, treads, staging and designated access routes - Roof light guards, mesh, covers and fragile-surface protection - Demarcation systems, warning signs, labels and system operating information - Associated structural fixings, baseplates, counterweights, brackets and terminations
