Summary of the contracting process

Denbighshire County Council is seeking an experienced individual, team or organisation to review children’s services across North Wales. The work centres on mental health support for children and young people, including crisis support, against rising referral numbers and increasingly complex needs linked to trauma. It responds to identified concerns about the quality of support and the need for improvements. The review covers the six North Wales local authorities and Betsi Cadwaladr University Health Board. This is consultancy and research work relating to children’s services, with a social care and mental health focus. Delivery is across North Wales, including the areas served by the participating local authorities and health board.

The buyer invited offers through an open competition below the relevant threshold. The process has reached the tender stage. Enquiries were due by 28 October 2026 at 12 noon, and bids by 4 November 2026 at 12 noon. The contract is scheduled to run from 1 January to 31 March 2027, with an extension option that could extend the end date to 31 March 2028, subject to funding for the second part of the project. The estimated value is £120,000 excluding VAT (£144,000 including VAT). There is one lot. Award is based on quality, weighted at 80%, and price, weighted at 20%. Bids may be submitted in Welsh or English, and electronic submission is allowed.

This opportunity is suited to consultants or research organisations with demonstrable experience relevant to reviewing children’s services and staff holding relevant professional qualifications. The work calls for an understanding of children’s and young people’s mental health, crisis support, trauma-related needs and the organisation of services across local authorities and a health board. Suppliers should be able to assess service provision across multiple public bodies and engage with the complex needs reflected in increased referrals. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable. The quality-led evaluation makes the strength and relevance of the proposed approach important alongside price. The work is a focused review over a short initial delivery period, with a possible further phase dependent on funding.

Notice Description

Ar gyfer unigolyn, neu unigolion, neu sefydliad a phrofiad addas a staff sydd a chymhwyster / cymwysterau proffesiynol perthnasol ("yr Ymgynghorydd" / "yr Ymgynghorwyr" / "yr Ymgynghoriaeth") i ymgymryd ag adolygiad o Wasanaethau Plant yng Ngogledd Cymru. Yng Nghymru, nodwyd effaith pandemig COVID-19 ar iechyd meddwl plant a phobl ifanc fel blaenoriaeth gan y Comisiynydd Plant yn ei adroddiad 'Coronafeirws a Fi' ac fel rhan o Gynlluniau Ail-greu ar ol COVID-19 gan Lywodraeth Cymru. Mae iechyd meddwl yn faes eang, ond mae pwysigrwydd cefnogaeth effeithiol ar gyfer argyfwng iechyd meddwl i blant a phobl ifanc wedi cael ei amlinellu yn 'Strategaeth Iechyd Meddwl a Lles 2025 i 2035', ac 'Atal hunanladdiad a hunan-niweidio: strategaeth a chynllun cyflawni' i Gymru. Yn y 6 Awdurdod Lleol a'r Bwrdd Iechyd (Bwrdd Iechyd Prifysgol Betsi Cadwaladr) yng Ngogledd Cymru, gwelwyd cynnydd yn nifer yr atgyfeiriadau, ond hefyd yn eu cymhlethdod oherwydd y trawma mae plant a phobl ifanc wedi'i gael. Yn 2024, amlygodd adroddiad ar y cyd gan y cyrff Arolygu Iechyd, Gofal ac Addysg bod angen gwelliannau mewn cefnogaeth iechyd meddwl i blant a phobl ifanc. For an individual, or individuals, or organisation with suitable experience and staff, holding relevant professional qualification(s) to undertake a review of Childrens Services in North Wales. In Wales, the impact of the COVID-19 pandemic on children and young people's mental health has been identified as a priority by the Children's Commissioner in her 'Coronavirus and Me[JW1.1]' report and as part of the Welsh Government COVID-19 Reconstruction Plans. Mental health is a broad area, but the importance of effective mental health crisis support for children and young people has been outlined in both the 'Mental health and wellbeing strategy 2025 to 2035', and the 'Suicide prevention and self-harm: strategy and delivery plan' for Wales. Across the 6 Local Authorities and in the Health Board (Betsi Cadwaladr University Health Board) in North Wales we have seen an increase in volume of referrals but also the complexity due to the trauma that children and young people have experienced. In 2024 a joint report by the Health, Care, and Education Inspectorates in Wales highlights the need for improvements in mental health support for children and young people.
