Summary of the contracting process

The contract is being awarded to TTS UK Ltd for the provision of support and maintenance services for the Manzen Tissue Typing System. The Manzen system is proprietary software and TTS UK Ltd is the sole supplier with the necessary technical expertise, authorised access rights, and specialist knowledge required to provide ongoing maintenance, support, updates, and issue resolution. No reasonable alternative supplier is capable of delivering these services without significant technical difficulties, operational disruption, or substantial additional cost that would impact on the Trusts ability to provide a Laboratory Service and ability to deliver patient care. Belfast HSC Trust is satisfied that competition is absent for technical reasons and due to the protection of exclusive rights. Accordingly, the direct award is justified under Schedule 5 of the Procurement Act 2023. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
