Summary of the contracting process

The North Yorkshire Council has awarded a service contract to manage five Gypsy, Roma and Traveller sites across North Yorkshire, including a domestic abuse support worker for residents. The work combines site and facilities management with specialist support for people experiencing domestic abuse. It is relevant to providers with experience managing residential or traveller sites and delivering sensitive, person-centred support services. The contract may also cover additional council-owned sites if leases expire or new accommodation is needed, subject to agreement and consultation. The requirement reflects the Council’s assessed need for Gypsy and Traveller pitches and plots across the county.

The procurement is complete and the contract has been awarded to Horton Housing Support Limited. The Council used a direct award after its competitive tender received no compliant tenders, citing the Procurement Act 2023 provision for this circumstance. The award is valued at £6,768,000 excluding VAT (£8,121,600 including VAT). The initial contract period runs from 1 November 2026 to 31 October 2029, with three optional two-year extensions, potentially extending the term to 31 October 2035. The process had one lot, marked suitable for SMEs and voluntary, community and social enterprises. No award evaluation criteria are recorded for the direct award.

This award shows demand for a provider able to combine Gypsy, Roma and Traveller site management with domestic abuse support, rather than offering either service in isolation. A credible future competitor would need the operational capacity to manage several sites across North Yorkshire and the ability to provide or coordinate specialist, confidential support for residents. The previous competitive process received no compliant tenders, making clear that meeting the procurement’s requirements and submitting a compliant offer are material challenges. The lot was identified as suitable for SMEs and voluntary, community and social enterprises, and the selected provider is a large housing support organisation. Providers with relevant site-management expertise, established safeguarding practice and sufficient multidisciplinary capacity are best placed to compete if this combined requirement returns to market.

Procurement Information

Switching to direct award We are proposing to award the contract under Section 43 of the Procurement Act 2023, which permits the Council to make a direct award where no suitable tenders have been received through a competitive tendering process and where undertaking a further competitive process is not feasible in the circumstances. A competitive tendering exercise was completed for the management of Gypsy, Roma and Traveller Sites including Domestic Abuse Support to Residents; however, no compliant tenders were submitted. Consequently, the decision has been made to proceed with a direct award.
