Summary of the contracting process

The Department for Communities, through its Historic Environment Division, is buying a full range of workwear and personal protective equipment for staff carrying out conservation, construction-related activities and outdoor site management. Items must be fit for purpose and meet or exceed relevant European, British or equivalent standards for safety, performance and durability. The range includes occupational and specialist clothing, weatherproof outerwear, workwear accessories and protective footwear. The equipment will support work across Northern Ireland’s geographically dispersed historic environment estate, which includes archaeological sites, monuments, listed buildings and historic landscapes. The Department’s central procurement function is managed by CPD – Supplies and Services Division. This is a supply requirement for businesses able to provide compliant workwear and safety equipment across these product types.

The buyer invited tenders through a competitive flexible procedure under the Procurement Act 2023. Bids were to be submitted electronically through eTendersNI; the enquiry deadline was 2 November 2026 at 15:00 and the tender deadline was 9 November 2026 at 15:00. The estimated contract value is £200,000 excluding VAT (£240,000 including VAT). The initial contract period runs from 1 December 2026 to 30 November 2028, with three optional extensions of up to 12 months each, potentially extending the term to 30 November 2031. Evaluation combines quality and price: technical documentation is assessed pass/fail, service delivery and contract management carry 35%, quality control 35%, and total cost 30%. The provisional highest-scoring tenderer must provide at least one sample of specified products to verify compliance.

This opportunity suits suppliers with a broad workwear and PPE range, including protective footwear, specialist workwear, weatherproof clothing and accessories, and the ability to demonstrate that products meet recognised safety, performance and durability standards. Suppliers should be able to provide technical brochures or equivalent supporting product documentation and to manage reliable delivery and contract performance across a geographically dispersed estate in Northern Ireland. Strong quality-control processes matter: quality control accounts for more than a third of the evaluation, alongside service delivery and contract management. The procurement also tests product conformity through samples from the provisional leading bidder, so suppliers should be able to supply representative samples and substantiate product claims. Businesses with experience supplying protective equipment for outdoor, conservation or construction-related work are well placed to show the relevance of their range.
