Summary of the contracting process

Denbighshire County Council is seeking a supplier for its Minor Adaptation Partnership, a home adaptation and installation service intended to help people remain safe in their own homes and communities and reduce the need for more intensive health and care support. Work may include fitting handrails and stair rails in different sizes and materials, doorsteps, key safes and bathroom adaptations. This is a works contract combining practical building and installation tasks with support for people who need adaptations. Delivery is in Denbighshire, Wales. The work is intended to promote wellbeing, prevention and early intervention, and to support collaboration between services and the long-term sustainability of care.

The council invited offers through a below-threshold open competition. The contract is divided into one lot, with an estimated value of £350,000 excluding VAT (£420,000 including VAT). The buyer set 30 October 2026 at 12:00 for enquiries and 6 November 2026 at 12:00 for tender submissions. The initial contract period is 1 April 2027 to 31 March 2028, with an option to extend annually for up to four further years, subject to funding. Evaluation assigns 80% to quality and 20% to price. The quality score comprises contract delivery (40%), staff (30%), partnership working (20%) and community benefits (10%).

The opportunity is suitable for small and medium-sized businesses and voluntary, community and social enterprises. It is relevant to providers able to undertake a varied programme of small domestic adaptations, including installing rails and key safes, modifying doorsteps and adapting bathrooms. Bidders should be able to show how they will deliver the contract, provide and manage suitable staff, work effectively in partnership, and generate community benefits: together these quality considerations carry substantially more evaluation weight than price. Suppliers with practical installation capability and the capacity to coordinate work that helps residents remain safe at home are well placed to compete. Tenders may be submitted in Welsh or English, with Welsh submissions treated no less favourably.
