Summary of the contracting process

Derbyshire County Council is seeking contractors to supply and lay bond coat for road maintenance across Derbyshire. The work is split into two options: application by spray tanker and application by combi tanker. Suppliers may be sought for one or both requirements. Bond coat is applied to road surfaces as part of road surfacing and repair works. The contractor must provide appropriately qualified operators and ensure that the services comply with applicable statutory, operational and safety requirements, keeping up to date with changes. Delivery is across multiple locations in Derbyshire. The procurement is for road maintenance and surfacing works (CPV 45233220).

The Council invited offers through an open competition under a below-threshold procedure. The process reached tender. The enquiry deadline was 26 October 2026 at 11:00 UTC, and the bid submission deadline was 9 November 2026 at 11:00 UTC. The contract is scheduled to start on 5 January 2027 and run for two years, with an option to extend by two further 12-month periods, subject to quality, value and fitness for purpose; the maximum term is four years. There are two lots: spray tanker and combi tanker, each with an estimated value of £600,000 gross. Each lot is evaluated on quality (30%) and price (70%). Electronic bids are permitted.

This requirement suits road maintenance and surfacing contractors able to supply suitable tanker equipment and deliver bond coat application across multiple sites in Derbyshire. Suppliers can compete for the spray tanker work, the combi tanker work, or both, and the lots are identified as suitable for small and medium-sized enterprises. The contractor needs appropriately qualified operators and the capability to manage statutory, operational and safety compliance throughout delivery, including keeping procedures aligned with changing requirements. The work calls for flexible service provision across the council’s jurisdiction and the capacity to meet the selected tanker method. Quality accounts for a substantial part of the assessment alongside price, so suppliers should be able to demonstrate the quality and fitness for purpose of their proposed service.
