Summary of the contracting process

Betsi Cadwaladr University Health Board is seeking servicing, repairs and validation testing for all endoscope drying cabinets and scope stores across the health board. The work covers healthcare equipment maintenance and testing (CPV 50000000) and is intended to keep the board’s drying and storage equipment maintained and validated. NHS Wales Shared Services Partnership is managing the procurement, evaluation and contract award; the health board is the end user. Delivery is across the health board’s area in Wales. Suppliers must be able to service and repair the cabinets and scope stores and carry out validation testing. Welsh or English tender responses are accepted.

The buyer invited tenders through an open procedure. The procurement has reached the tender stage. There is one lot, considered suitable for small and medium-sized businesses. The estimated value is £418,200 excluding VAT (£501,840 including VAT). The contract is scheduled to run from 1 February 2027 to 31 January 2030, with the possibility of two 12-month extensions, up to 31 January 2032. Questions were due by 13 November 2026 at 12 noon, and tenders by 16 November 2026 at 12 noon; the stated evaluation decision deadline is 21 December 2026. The most economically advantageous tender is to be selected, with technical quality weighted at 60% and price at 40%. Responses may be submitted in Welsh or English.

This opportunity suits suppliers with the technical capability to maintain, repair and validate endoscope drying cabinets and scope stores across a health board estate. It is a multi-year service requirement with possible extensions, so bidders should be able to provide dependable ongoing coverage as well as respond to repair needs. The evaluation gives greater weight to technical quality than to price, making relevant equipment expertise, a sound servicing and testing approach, and the ability to demonstrate quality important to a competitive bid. Small and medium-sized businesses are explicitly considered suitable for the single lot. Welsh-language tender responses are accepted alongside English, which may help Welsh-speaking suppliers participate; responses submitted only in Welsh will be translated by the health board, with translators excluded from award decisions.
