Summary of the contracting process

The Peninsula Endoscopy Network is considering a single integrated endoscopy management service for four NHS trusts: Royal Devon University Healthcare, Torbay and South Devon, University Hospitals Plymouth, and Royal Cornwall Hospitals. The service would bring together endoscopy image management across the network, enabling reporting across sites and secure sharing of images and associated data between providers and users, including across the wider NHS. The scope also covers integration with the trusts’ electronic patient record systems, EPIC and Oracle Health, and laboratory information systems: Beaker (EPIC) and Ultra (Cirdan). The supplier would provide data storage and archiving through a fully cloud-based system. Delivery is for the Devon and Cornwall trusts; Bristol is leading procurement but is not part of the network buying this service.

The procurement is at planning stage: the trusts are considering the requirement and have not issued an invitation to tender. They are considering appointing one lead supplier for an integrated service, potentially replacing arrangements currently held with different suppliers at each trust. The buyer has launched a request for information through SAP Ariba as pre-market engagement. Taking part in the RFI is not required to participate in the later tender, but an RFI response is required to take part in a demonstration; the demo is for information and will not be scored. The buyer expects the contract to run from 1 April 2027 to 1 April 2032, with renewal options allowing extension to 1 April 2037. Current contracts are due to expire between April and September 2027, subject to possible extensions.

This requirement is likely to suit a supplier able to take end-to-end responsibility for a cloud-based endoscopy management service across multiple acute NHS trusts. Relevant strengths include delivering medical information systems, image management and cross-site data sharing, and integrating clinical software with both EPIC and Oracle Health electronic patient records and the specified laboratory systems, Beaker and Ultra. Suppliers should be prepared to provide data storage and archiving as part of the service, alongside implementation, support and ongoing maintenance. The buyer is exploring whether one Tier One supplier can replace several existing providers with a joined-up solution for the Peninsula network. Market engagement, including a demonstration, is intended to inform the future requirement; the demonstration will not be scored, while an RFI response is needed to participate in it.

Planning Information

All information including timelines, questions and details of demos and participation will be available on SAP Ariba. I would recommend ensuring you are registered for supplier access in advance, as you will need to be so to gain access to the documents. Please note this will be a request for information only at this stage which is expected to be released within the next week. Participation in the RFI will not be mandatory for participation in the tender, however response to the RFI will be required for the opportunity to demo. The demo will be unscored and again for information only. This project is being run by the West of England Diagnostics Network. The Lead Procurement is hosted by Bristol Foundation Trust - however please note Bristol is not part of this opportunity it is for Devon and Cornwall Trusts only.
