Summary of the contracting process

Cwm Taf Morgannwg University Health Board is seeking a specialist contractor to inspect, test and maintain its low-voltage switchgear and provide reactive support. The work covers critical electrical distribution equipment, including air circuit breakers, moulded case circuit breakers, switch-fuses and associated switchgear assets. The purpose is to keep the Health Board’s electrical systems safe, reliable and compliant, reducing the risk of electrical failure, fire and disruption to clinical services and patient care. Services will be delivered at Health Board properties in Rhondda Cynon Taf and Merthyr Tydfil. This is electrical equipment maintenance and related electrical services (CPV 50711000). The Health Board will enter into an agreement with one contractor; NHS Wales Shared Services Partnership Procurement Services is managing the procurement on its behalf.

The buyer invited tenders through an open procedure under the Procurement Act 2023. The submission deadline was 13 November 2026 at 13:00, and the deadline for enquiries was 6 November 2026. Bids were to be submitted electronically through the etenderwales portal, in English or Welsh. The estimated contract value is £200,000 excluding VAT (£240,000 including VAT). The initial contract period runs from 11 January 2027 to 10 January 2030, with an option to extend by up to two years in two 12-month periods, subject to satisfactory performance. There is one lot. Evaluation is weighted 60% commercial, 30% technical and 10% social value. The buyer expected to complete the award process by 14 December 2026.

This opportunity is suited to specialist electrical contractors with the technical capability to inspect, test and maintain low-voltage switchgear across multiple health-board premises, and to respond to faults as they arise. Suppliers should have experience maintaining critical electrical distribution infrastructure and equipment such as air circuit breakers, moulded case circuit breakers and switch-fuses. The work calls for a reliable service that supports safe and compliant operation and helps limit risks to clinical services and patient care. The buyer particularly welcomes bids from small and medium-sized enterprises. Commercial competitiveness carries the greatest evaluation weight, while technical quality and social value also contribute to the assessment. A single contractor will deliver the requirement across sites in Rhondda Cynon Taf and Merthyr Tydfil, so bidders should be able to provide suitable coverage across both areas. The contract includes a potential extension subject to satisfactory performance.
