Summary of the contracting process

Poplar HARCA is seeking a contractor for fire remedial works across its properties in London. The work includes fire doors, fire-prevention installation, installation and maintenance of fire protection equipment, and repair and maintenance of building and electrical and mechanical installations. This is a works contract intended to address fire safety needs across the housing association’s property portfolio. The requirement is presented as one combined lot, rather than separate packages for different types of work. The procurement is managed by Poplar HARCA, with Faithorn Farrell Timms acting as procurement consultant. The buyer’s address is in London, and the stated delivery location is London, United Kingdom.

Poplar HARCA invited offers through an open competition under a below-threshold procedure. The tender was published on 16 October 2026. The deadline for enquiries was 6 November 2026 at 12:00 UTC, and the bid deadline was 19 November 2026 at 12:00 UTC. The contract is scheduled to run from 16 July 2027 to 16 July 2032, with an option to extend by up to five years, subject to satisfactory reviews; the maximum duration is ten years, ending 15 July 2037. The stated estimated annual value is around £300,000–£400,000 excluding VAT. The overall estimated contract value is £4 million excluding VAT (£4.8 million including VAT). Evaluation weights quality at 60%, price at 30% and social value at 10%.

This opportunity suits contractors able to deliver a broad package of fire safety remedial works, including fire-door work, fire-protection installation and ongoing maintenance, and repair of building services. Suppliers should be capable of servicing properties across London and managing work across a housing association’s portfolio, with the operational capacity to respond as property numbers, work volumes, standards or technology change during a long-term contract. Small and medium-sized businesses are expressly considered suitable, so the combined scope is not restricted to large suppliers. Quality is the largest part of the evaluation, with social value also assessed; bidders should therefore be prepared to demonstrate the strength of their delivery approach and the social value they can provide, alongside competitive pricing. The published requirement identifies no specific accreditation or named technical qualification.
